1、蕲春县建设工程重大质量安全事故应急预案一、总则(一)编制目的提高政府保障公共安全能力,做好全县建设工程重大质量安全事故应急工作,指导应急抢险,及时、有序、高效,妥善地处置事故、排除隐患,最大限度地减少人员伤亡、财产损失以及不良社会影响,维护社会稳定。(二)编制依据依据国家有关法律法规和湖北省突发公共事件总体应急预案、建设部建设工程重大质量安全事故应急预案等,制定本预案。(三)适用范围适用于我县房屋建筑和市政基础设施工程新建、扩建、改建活动中发生重大质量安全事故的应急处置工作。适用于已建成房屋建筑和市政基础设施工程由于质量原因发生坍塌,造成或者可能造成人员伤亡,对周边生产生活和社会秩序造成严重威
2、胁或导致重大经济损失的重大质量安全事故。(四)工作原则统一领导,分级负责;统筹协调,快速反应;长效管理,落实责任。二、工作机制在县人民政府统一领导下,县住建局建立和完善建设工程重大质量安全事故应急体系和应急预案以及实施进行指导、协调和监督;各施工、监理等单位根据驻地建设行政主管部门制定的应急预案,制定本单位质量安全事故应急救援预案,建立应急救援组织或者配备应急救援人员。三、应急组织体系与职责(一)应急组织与职责成立县建设工程质量安全事故应急救援领导小组。组长由站长担任,副组长由分管副站长担任,成员由有关科室负责人组成。应急职责:拟定县建设工程重大质量安全事故应急工作制度、指导建立完善应急组织体
3、系和应急预案;及时了解掌握建设工程重大质量安全事故情况,及时向县人民政府和上级建设行政主管部门报告事故情况;指挥、协调县建设工程重大质量安全事故应急救援工作。我县建设工程质量安全事故应急救援领导小组下设一个办公室,主管质量工作。应急职责:了解现场人员伤亡、经济损失及特大事故的影响范围等情况;已采取的措施和事态发展情况;及时将现场情况向县人民政府、上级建设行政主管部门报告;协调应急救援工作,组织建设系统对事故现场进行人力、物力支援,指导事故所在地建筑公司组织抢险和救援、消除险情、善后处理、事故调查等;负责事故信息和新闻发布工作,编发事故调查情况等。(二)各施工、监理和各产权单位的应急组织与职责各

12、援组织及应急救援队伍的建立和完善,加强建设工程质量安全的宣传教育、监督检查工作,防患于未然。(二)建设工程单位应当定期检查本单位职责范围内所属建设工程质量安全应急预案的落实情况。(三)施工单位应当定期检查本单位建设工程质量安全应急预案的落实情况,安全生产事故应急救援组织应定期演练,器材、设备等应设专人进行维护。实行施工总承包的,由总承包单位统一成立建设工程安全生产事故应急救援组织,制定应急救援预案,总承包单位和分包单位按照应急救援预案和分工,配备应急救援人员、器材和设备。(四)应急抢险救援工作需多部门配合时,建设行政主管部门应在同级人民政府统一领导下,与公安、卫生、消防、民政等有关部门及时沟通

20、Z7W6V10Z10W6 ZY7K7A10W3V3重大质量安全险情或重大事故情况;报告程序(1)发生建设工程重大质量安全险情或重大事故后,施工、监理及产权单位应立即将事故情况如实向事故所在地建设行政主管部门或其他有关部门报告,实行施工总承包的建设工程,由总承包单位负责上报事故。(2)事故所在地建设行政主管部门接到事故报告后,迅速核实有关情况并立即报告同级人民政府和上一级建设行政主管部门。报告内容(1)事故发生的时间、地点、简要经过、事故类别、人员伤亡及直接经济损失;(2)有关建设、施工等单位名称、资质等级;(3)事故报告的单位、签发人及报告时间;(4)事态控制情况;(5)需要有关部门和单位协助
