1、20XX年大学机关党支部作风建设实施方案根据关于印发进一步加强和改进常州校区机关作风建设的意见和常州校区机关作风建设考评办法的通知(河海常校委发 2016 21 号)的有关要求,现就 201620XX 年机关作风建设提出如下实施方案。一、总体要求以服务教学、服务科研、服务师生为宗旨,以改革创新为动力,以提高效率为重点,通过加强和改进机关作风建设,着力解决机关作风上师生反映强烈的突出问题,进一步提高机关工作人员素质,规范工作行为,增强工作效能,改进工作作风,提高机关的整体执行力,建设 一支学习型、规范型、服务 型、效能型、廉洁型和节约型的机关工作队伍。二、主要工作本次机关作风 建设工作于20XX
2、 年 10 月正式启动,分为 4 个阶段,各阶段主要工作如下:第一阶段:进行思想发动,切实提高认识(20XX 年 10月)机关各部门召开专题会议,组织工作人员认真学习关于进一步加强和改进校区机关作风建设的意见、常州校区机关作风 建设考评办法及本实施方案,开展广泛深入的思想发 动,明确工作任务、细化工作措施,确保思想统一、认识到位。第二阶段:查 摆存在问题,明确整改措施(20XX年 10月下旬 11 月)1.查摆存在 问题在党的群众路线教育实践活动的基础上,各部门重点对照部门职责和人员岗位职责以及履行职责的实际情况,认真查找本部门在机关作风方面存在的问题。重点查找以下问题:(1)是否存在宗旨和服
3、务意识不强,为师生员工服务观念淡 薄、脱离群众等问题?(2)是否存在缺乏干事创业激情,精神状态不佳,工作效率不高的问题?(3)是否存在工作纪律不强,迟到早退,工作时间干与工作 无关的事,工作简单应付了事等问题?(4)是否存 在服务态度不好,有门难进、脸难看、事难办、话难听 的问题?(5)是否存在 责任心和执行力不强,不思进取,得过且过,推诿扯皮,办事拖拉的问题?(6)各项工作流程是否做到规范有序,高效便民还是存在 随意性的问题?(7)是 否存在改革创新意识不强,学习风气不浓,调查研究不 够,工作缺乏创造性的问题?(8)是否存在为政不廉,铺张浪费等问题?文档编码:CN9A9V8S9Z9 HE9M

11、书面材料报机关党委。第三阶段:采取有效措施,全面整改提高(20XX 年 10月 20XX 年 11 月)1.落实学习制度,开展工作培训落实学习制度。切实执行有关学习制度,做到有计划、有措施、有内容、有效果,定期开展理论学习和业务学习。机关工作人员每学期集中学习不少于4 次。开展工作培训。通过座谈、研讨、培训等途径,开展有针对性的工作专题培训,不断提高工作水平和工作能力。2.健全工作制度,强化内部管理严格例会制 度。机关各部门原则上应每周召开 1 次工作例会,通报 情况,布置工作。强化调 研制度。深入开展调研,加强与教学院部的联系,职能 部门负责人每学期到基层调研不少于 2 次。文档编码:CN9

19、标准,并向广大师生员工公开,接受监督。实施置牌上岗制。树立管理就是服务的意识,改进服务方式,改善服务态度,提高工作效率,提升服务质量。置牌上岗,杜绝“门难进、脸难看、事难办、话难听”的现象,做到态度热情、说话和气、倾听耐心、解释细 致、办理快速、反馈及时。4.严明工作纪律,严格考勤制度严明工作纪律。机关工作人员要严格遵守考勤制度,不无故迟到、早退,外出请假并告示;上班时间不擅离职守或做与工作无 关的事。严格考勤制度。各部门要加大工作纪律检查,加强考勤力度,严格考勤 制度,并对存在的问题及时进行整改,对相关人员及时 进行教育。机关党委和组织人事部将组织机关作风建设 督查组不定期进行检查和抽查,并
