1、 党政领导干部论文：党政领导干部问责制执行过程中的困境与对策研究【中文摘要】从2003年非典刮起的“问责风暴”,到各地不断出台的问责规范,再到2009年,中共中央办公厅、国务院办公厅颁布的关于实行党政领导干部问责的暂行规定,说明了党和政府在全速推进党政领导干部问责制的建立和健全。随着党政领导干部问责制在我国不断的推行,进行党政领导干部问责制执行过程中的困境及其对策思考成为了一个现实而又紧迫的课题。本文以党政领导干部问责制执行过程中出现的困境为研究对象,采用文献研究法、比较分析法、规范研究法、实证分析法以及制度研究法等,试图找出推进党政领导干部问责制的对策和方法。全文的逻辑安排如下：第一章为导论

2、,阐述了本课题的和意义,国内外有关问责制的研究综述,并详尽介绍了研究思路、研究方法和研究设计。第二章为党政领导干部问责制的涵义和定位。首先对本文研究的党政领导干部问责制的涵义和要素进行了界定。其次对党政领导干部问责制和行政问责制、党纪政纪处分等作出了比较分析。第三章为党政领导干部问责制执行过程中的现状和困境。执行过程中出现的困境主要有替换性执行、选择性执行、象征性执行、刻板性执行等。第四章为影响党政领导干部问责制有效执行的因素。本章主要就问责的特性、制度本身的因素、问责环境因素等作出了原因分析。第五章为国外党政官员问责制的经验和教训。通过吸收借鉴其他国家政党党内问责制和政府官员问责制发展中的经

3、验和教训,从而探索设计出适合我国国情的党政领导干部问责制度。第六章为党政领导干部问责制有效执行的对策思考。主要从执行环节、执行手段、执行阻力和动力、执行的战略选择等方面推进党政领导干部问责制。本章重点从执行的战略选择上对推进党政领导干部问责制有效执行,主要方面有：路径选择、战略要求、制度保障、心理准备、环境要求等。第七章,简要地对本研究作了小结,概述了研究中存在的问题与不足。本文认为,推进党政领导干部问责制的有效执行,必须从以下方面下手：问责执行的战略选择、执行的环节、执行的手段、执行的动力和阻力等。只有将这几方面有机结合,方能更有效地推动我国党政领导干部问责制的实施,促使党政领导干部问责制日

Firstly this paper studies of cadres in accountability the meaning and the elements define. Secondly for Comparative analysis accountability sys

9、tem of the party and government cadres with relative conceptsThe third chapter is the situation and difficulties in the process of implementation of the party and government cadres accountability system. Arising during the execution of predicament basically has replaced execution, selective executio

10、n, symbolic execution, stereotype execution, etc.The fourth chapter is influence factors to effective implement the accountability system of the party and government cadres. From three factors they are the characteristics of ccountability system itself, the design of ccountability system and environ

Through introducing other national party accountability and government officials of accountability in the development of experiences and lessons, thus exp
