3、一致。除在保密期内的保密论文外,允许论文被査阅和借阅,可以公布(包括以电子信息形式刊登) 论文的全部内容或中、英文摘要等部分内容。论文的公布(包括以电子信息形式刊登)授权东南大 学研究生院办理。研究生签名:各地产公司在选择合作单位时多采用招标的形式完成,具体招标过程中各环节的评 价工作则是由主管工程师根据已有的散乱评价表或者自身的工作经验来处理。而对于合 作单位确定之后,项目履约幵始到项目结束直至质量保证期为止,针对项目本身对合作 单位的评价工作就更是缺失和不连贯。如何有效的实现大量合作单位的供应商管理,建 立高效的供应商库,完善的供应商评价体系不可或缺。材料设备和工程的招标采购管理是房地产企
4、业管理、控制的重点。对于房地产企业, 各种材料设备和工程的招标釆购成本占到总成本的60%以上,房地产行业采购成本的管 控会对企业利润的增加起到重要且深远的影响。所以,改进招标采购管理和加强招标采 购系统建设,对于提高企业运营水平、降低经营成本、提高企业核心竞争力起着极其重 要的作用。以房地产行业供应商绩效评价作为研究对象,以针对性的房地产行业指标系统对房 地产企业供应商绩效评价管理工作加以改善、完善,具有较高的理论价值和实践意义。本文在前人的研究基础上,作了以下研宄:(1) BSC供应商绩效评价方法的理论 研究,为后续绩效评价方法作理论基础;(2)基于BSC的供应商绩效评价方法的评价 指标设计
5、,根据理论研宄和前人的研宄基础,根据BSC的特点,选择设计评价指标;(3)基于BSC绩效评价的方法和过程,确定评价的方法和权重的确定,以及相关计分 数据的收集;(4)基于BSC绩效评价的实践应用,将上述研宄内容,应用于GK房地 产开发企业。本文得出以下结论:(1) 供应商管理理论的研宄结合房地产实际特点出发,通过科学分析客观的建立 房地产开发企业的供应商管理体系,并最大程度上规避了人为主观因素对于管理体系中 各个环节控制的影响可能性。(2) 本篇文章将BSC与层次分析法相结合的综合分析法运用在房地产供应商绩效 考察中。较为充分的考虑了供应商所提供的货物情况、综合能力、企业口碑、企业生产 力的先
6、进程度四大因素对于项目采购的影响,从而建立起系统化的供应商选择层次结构 评价模型,使得计算机系统的决策评判支持度得到了较大的提升,最终实现较为完整的 供应商综合评价的理论体系,因此研宂分析成果具有一定的实践应用的价值。(3) 模糊评价法和层次分析法相结合的综合分析法得研宂可以将供应商选择评价 的研宄过程在充分简化和直观的基础上变得更加系统化。关键词:平衡记分卡(BSC) 绩 效 评 价 房 地 产 企 业 供 应 商AbstactAbstractThe real estate companies in the choice of cooperative units in the form of
