1、春节后上班第一天在全市领导干部收心会上的讲话 同志们： 今天是节后上班的第一天。首先我和国权、开南、迎峰同志一起代表市委、市人大、市政府、市政协四套班子给大家拜个年，祝大家虎年桔祥、身体健康、工作顺利、阖家幸福！同时，向节日期间坚守工作岗位的广阔干部群众致以崇高的敬意！ 春节假期刚刚过去，我们在这里召开这个电视 会，一直开到乡镇，请各级各部门的负责同志参加，主要目的：一是收心归位，大家忙碌了一整年、辛苦了一整年，只放7天假，确实不多，而且许多领导假期也没捞到多少休息，但我们面临的任务太重、太多，必须迅速把刚刚舒展开来的心思收拢起来，迅速到岗到位；二是拧上扣紧，我们在不同岗位上工作，好比是党的事

2、业机器上的一颗颗螺丝钉，事业要快开展，我们每个螺丝钉都要拧上劲、发上力！总之一句话，就是希望各级各部门领导借虎年之虎威，迅速披挂上阵，各就各位，虎虎生气地工作，紧张快干起来！今天的会议就是发出这个信号弹、就是吹响这个集结号！ 春节7天长假，今天上午就开会，还来不及细细总结。这里我简要通报一下情况。由于各地各有关部门领导重视、准备充分、措施得力、工作到位，今年假期总体上来讲还是圆满实现了“平安、顺畅、舒心、效益、喜庆的预期目标。全市社会治安平稳。未发生重大刑事案件、治安案件、交通事故、火灾事故、平安生产事故、群体性事件、聚集性甲流疫情和赴省进京上访事件。交通运输通畅有序。节日期间全市公路、铁路、

3、民航等部门根据客流特点，及时调整班次密度，配备充足运力，全市公路共发送7999个班次、运送旅客43.7万人；铁路共发送列车98对、运送旅客1.5万人；民航进出港航班64架次、运送旅客4656人，同比分别增长23%、18.2%，确保了市民和游客及时平安出行。12日凌晨，由于京台高速公路汤口至太平湖段路面结冰，有近70余台汽车、300名乘客被堵，市交警支队接报后，及时送去食品和饮用水，安抚受堵人员，并采取警车压速开道、间隔放行、限速通行等方式，将拥堵车辆带离至平安区域，使滞留人员在节前平安返家与家人团聚；黄山区委、区政府和有关乡镇也及时组织数百人上路清扫积雪，确保道路交通顺畅。昨天下午，昱岭关发生

4、堵车现象，市县交警、公路等部门及时采取相应对策，保证了道路的畅通。节日市场供给充足。全市城乡各大商场超市、餐饮单位、集贸市场、旅游景区都备足食品及年节用品，特别是粮油肉蛋菜等生活必需品市场供给充足，品种丰富，价格平稳，购销两旺。供水、供电、通讯保障有力。安排人员实行24小时值班，制定了各项应急预案，一有故障发生，都能及时派出人员进行抢修。节日期间，全市未发生大面积停电、停水、通讯中断现象，确保了市民和游客的正常生活。2月14日正月初一凌晨12：54分，由于发生冻雨、覆冰等恶劣天气，造成地处高海拔的休宁白际、歙县狮石两地区供电中断。市县两级供电部门接报后，立即组织人员连夜进行抢修，14日早上7：

10、域经济开展；以培植经济增长点为关键加快财税金融工作上台阶；以改革开放为动力加快体制机制创新；以实施民生工程为抓手加快提高人民生活水平；以落实维稳三大任务为重点加快“平安和谐优秀区建设。同时，要求在一些重要部位、关键环节上力求取得较大突破：尽快全面开工建设“三条高铁；全力争取全国效劳业综合改革试点城市成功并启动实施；抓紧通过验收并争取黄山口岸早日对外宣布开放；加速推进皖南国际旅游文化示范区建设；加快建设列入市“十大工程的605个年度投资超千万元、总投资1809亿元、年方案投资275亿元的重点工程，完成300亿元的招商引资任务；八大园区和七大工业优势产业体系要有实质性进展；大力加强黄山、太平湖等1

11、5个重要节点建设；确保新安江延伸段综合开发工程年内全部竣工；扎实展开投资80亿元的中心城区“三桥五片九点十路建设；力争年内累计有200个村到达新农村建设“十有标准，“八个一批和农业产业化“1122工程也要有大的进展；加紧实施“百村千幢古民居保护利用工程；11个省级扩权强镇试点镇经济社会开展都要有明显变化，在全省试点镇中力争位次前移、比重上升；切实抓好投入超过10亿元的35项民生工程；等等。重点突破可能不止这些。我想，只要大家提振精神、凝心聚力，突破就在你手中，变化就在你眼前！ 同志们，今年的任务已经明确，关键在于落实。当务之急是要把这些工作任务尽快分解下去，明确责任，落实到人。市委四届十次全会

14、阔干部工作很辛苦、很努力，但与新时期新任务新要求还不适应，与组织和人民的期望还有很大差距，横向竞争更是越来越剧烈、越来越直接。所以我们的领导同志一定要增强危机感。二要树立责任心。古人云：“不患无策，只怕无心。对于领导干部而言，责任心是对党和人民的态度问题，是宗旨观念和价值取向问题。我曾在屡次会议上说过，责任心是第一位的。做人做事，都要讲责任。尤其是在黄山工作的每一位同志更要讲责任，不仅要对组织负责、对人民负责，还要对国家负责、对历史负责。干同样一事件，有责任心和没有责任心结果是大不一样的。有了责任心，干工作就会有激情和动力，就会积极、主动、用心；没有责任心，干工作就缺乏主动性、自觉性、积极性。

15、当前，黄山的开展既面临严峻挑战，也面临难得机遇。应对挑战，没有责任心不行；抢抓机遇，没有责任心更不行。责任心强，再大的困难可以克服；责任心差，很小的问题也有可能形成大碍。我们讲，“我的岗位我负责、我的岗位请放心，首先请我们在座的各级各部门领导要率先做到，要主动践行、身体力行。三要提升精气神。精神的力量在一定的时点上往往具有决定性意义。“事在人为、“人定胜天，我觉得在咱们黄山应该大力提倡。我不赞成有人讲我们黄山人性格内敛、偏于保守、精气神缺乏，但也不能不看到确实存在这种现象。如果我们各级各部门领导同志患上了这个毛病，就会影响一片、影响事业。实践证明，哪个地方开展快，哪个地方干部的精神状态就好；哪

16、个地方开展慢，哪个地方干部的精神状态就差。年前，我听仕魁同志说徽州区公安分局班子调整后，提出“有冠必夺、有一必争的口号，我听了以后非常振奋，希望各级各部门都要有这种精神状态。四要强化执行力。执行力是科学开展的生命力，执行出生产力、出竞争力、出创造力。现在很多事情不是失之于道理不清、方向不明、政策不多，而是失之于说得多、做得少，说的人多、做的人少，致使许多工作有部署、无落实，有上文、无下文，严重影响和制约了开展。这种现象，说到底就是执行不力的问题。在黄山的改革开展进程中，我们要不遗余力地强化和提高执行力，尤其是各级领导干部更需要强化执行落实意识，提高执行落实能力，加大执行落实力度，增强执行落实成
