1、Case Analysis Taiwan“Plasticizer”Event Food Safety 2 23 May,2011 Taiwan Food and Drug Administration announced:Yu Shin Spice Co.illegally added the plasticizer DEHP to the clouding agent”,resulting in serious food contamination.Taiwans leading beverage manufacturers have all been found to have plast

2、icizers in their products,such as Yues,SunKist and Taiwan yes.In December 2012,LaiJunjie,General Manager of Taiwans Yu shin Spice Company,was sentenced to 15 years in prison and JianLinyuan to 12 years.Taiwan“Plasticizer”event 3 “cloudying agent”in Taiwan=“emulsifier”in mainland China;It is a large

3、category of food additives,which can be added in flour products,bread,biscuits,fruit tea,dairy products such as milk tea,yogurt and dairy drinks.Plasticizers have different but similar names:“Suhuaji”in Taiwan=“Zengsuji”in mainland China;The main ones are diethylhexyl phthalate(DEHP),dibutyl phthala

4、te(DBP),etc.Taiwan“Plasticizer”event 4 What is a phthalate plasticizer?Phthalates acid esters（PAEs）,also known as phthalates,are a class of synthetic organic compounds with high production volume and wide application，belonging to a class of important environmental endocrine disruptors(EDCs)，mainly u

5、sed as plasticizer and softening agent for plastics and also as the raw materials of pesticide carrier,insect repellent,cosmetics,fragrance,lubricant and defoaming agent.Types of PAEs Diethyl phthalate(DEP),dibutyl phthalate(DBP),2-ethylhexyl phthalate(DEHP),dimethyl phthalate(DMP)and butylbenzyl ph

11、quor:Di(2-ethyl)hexyl phthalate(DEHP)Diisobutyl phthalate(DIBP)Dibutyl phthalate(DBP)Among them,the content of dibutyl phthalate(DBP)in Jiugui liquor is 1.08/.The maximum residue of DBP was 0.3/kg,and the plasticizer DBP in Jiugui liquor exceeded the limit by 260%.WHY？11 Plasticizer in“Jiugui Liquor

12、”Migratory pollution (plastic bags,plastic film,plastic pipes,plastic containers,etc.)Small plastic tubes on automatic packaging lines;plastic corks;temporarily used plastic wine delivery tubes.Current national permissible migration standards:Dibutyl phthalate(DBP)0.3 mg/L Diethylhexyl phthalate(DEH

13、P)1.5mg/L Diisobutyl phthalate(DiBP)9.0 mg/L Other brewing companies have found similar problems.12 Plasticizer The control of phthalate plasticizers and the prevention of their contamination hazards is a complex and systematic engineering process.Abuse of plastic bags:packaged food,fruit,vegetables

14、,dishes,stationery,dry goods,beverage bottles,oil bottles,etc.The scope of their use,contaminated area,the number of people affected,are more than that of the pesticide DDT,and what is more worrying is that it has not yet been realized.This phenomenon must be effectively prevented and strongly controlled in order to avoid environmental pollution and protect human health.Thank you!
