1、BSN荷兰商学院博士学位论文 摘 要就当前阶段而言，促进高科技产业化的发展俨然已经成为全球各个国家和地区经济发展进程中，最为关键性的战略方案之一。各个国家倾其所有在法律、经济、行政管理等多个方面给予措施保障，想方设法就科技成果如何转化为生产力这一渠道给予拓展，开展多种形式的高科技成果产业化活动，促进更多的优秀科技成果带动经济的前行，尽可能缩短高科技成果转化为先进工艺的周期，使其能够尽快商品化，以此提升国家的经济实体和整体国力。相较于国外很多国家来说，我国的科技成果数量较多，然而实际转化为现实生产力的科技成果却甚少，而独具竞争力的产业更加凤毛麟角。这些实际问题的出现和发生，值得我们就我国的科技成

2、果产业化进行问题的深入思考和探究。科技成果产业化不同于其他产业发展，这是一个更具复杂性的系统性工程，受到各种因素的制约，需要在科技成果产业化的过程中，将劳动力、原材料、资金、设备等各个要素进行有机组合，才能经过有效途径的管理，方能够实现最终的高科技成果产业化。这一工程所牵扯的环节和因素众多，各个环节和因素都将会直接作用于科技成果产业化过程中，对科技成果产业化的成败具有举足轻重的作用。虽然我国科研管理来已经具备系统性的理论知识，然而科技成果产业化的研究依然较为落后，虽然国内对于该方面的研究始终未曾停止，也有一些理论研究人员在科技成果转化上取得了些许建树，然而理论性的研究依然过于零碎、分散，停滞不

3、前的理论研究对于科技成果产业化的有序开展有所影响。基于此，我国目前在科技成果产业化方面的研究亟待进一步推进，就科技成果产业化方面的研究，也不能仅仅停留于对理论知识的思考，还应该就其现实意义给予剖析。科技成果产业化所涵盖的知识有很多，其需要深入研究的问题也不少，在本研究中，就从影响科技成果转化的各个因素出发，就科技成果产业化模式给予分析，从而提出目前以A大学为例的我国高科技成果转化中的问题，及针对问题所提出的改进措施等，这些都是在本文中要逐一分析的关键所在。本文以A大学高科技产业化为切入，就A大学高科技成果产业化发展现状给予分析，提出目前阶段A大学科技成果产业化中的存在问题，同时本文从科研人员的

4、心理认知视角为着眼点，深入探讨变革型领导对科技产业转化的作用机制。同时引入心理授权和组织创新氛围等变量，探究其在两者之间的作用，就影响科技产业化的动力机制给予实证研究与分析。基于对国内外文献的梳理，提出一系列理论假设。其次，通过发放210 份有效调查问卷，利用 SPSS统计学软件对理论假设进行验证。最后，得出主要结论为：（1）变革型领导对科技产业化具有正向影响；（2）变革型领导和科研人员心理授权之间呈正相关关系；（3）心理授权对科技成果转化有正向影响，即科技成果转化的实现要受到心理授权的影响；（4）心理授权中介了变革型领导对科技成果转化的影响从而提高了科技产业化成功的可能性；（5）组织创新氛围

5、在变革型领导和科技产业化之间起调节；（6）组织创新氛围调节了心理授权在变革型领导和科技产业化之间的中介作用，组织创新氛围越高，心理授权对变革型领导与科技产业化成功率之间的中介作用越强。紧接着在文章中就我国众多的高科技成果的过程中，产业化成果偏少这一现实情况进行问题挖掘，通过就科技成果产业化转化过程等的研究，结合国外先进的高科技成果产业化发展措施，提出A大学为代表的我国高科技成果产业化对策和建议。期望通过本文的理论研究，能够对于A大学在内的我国高科技成果产业化以启迪，提升我国整体的高科技成果产业化发展活力，期望能够将更多的理论研究灵活运用到科技成果产业化实践活动中，促进我国产业化成果效率的稳步提

6、升，为我国未来的高科技成果转化奉献力量。关键词:科技成果；科技产业化；机制；系统性; 产业升级AbstractTo promote the development of high-tech industry seems to have become the worlds economic development process in various countries and regions is one of the most crucial strategy. All countries have put resource to protect their legal， economic，

7、 administrative and other aspects， and have tried to expand the ways of how scientific and technological achievements can be transformed into productive forces，and carry out various forms of high-tech industrialization activities to promote more Excellent scientific and technological achievements dr

Although Chinas scientific research management has already possessed systematic th

13、eoretical knowledge，the research on industrialization of scientific and technological achievements is still relatively backward. Although application research on this aspect is very active，some theoretical researchers have made some achievements in the transformation of scientific and technological

However， the theoretical research is still too fragmented and scattered， and the stagnant theoretical research has an impact on the orderly development of the industrialization of scientific and technological achievements. Based on this， Chinas current research on the industrialization

There are many kinds of knowledge covered by the industrialization of scientific and technological achievements， and there are many problems that need to be studied in depth. In this study， from the various factors affecting

16、 the transformation of scientific and technological achievements，the analysis of the industrialization mode of scientific and technological achievements is given. A universitys example of the transformation of Chinas high-tech achievements， and the improvement measures proposed for the problems，etc，

17、are the key points to be analyzed one by one in this paper.Based on the high-tech industrialization of A University , this paper analyzes the status of the industrialization of high-tech achievements of A University, and puts forward an argument in the industrialization of scientific achievements in

18、 the current stage. At the same time, this paper focuses on the perspective of employees psychological cognition. In-depth discussion of the role of transformational leadership in the technology commercialization. Using variables such as psychological empowerment and organizational innovation atmosp

19、here to explore its role in between, and give empirical research and analysis on the dynamic mechanism that affects the industrialization of science and technology. Based on the literature review, a series of theoretical hypotheses are proposed. The theoretical hypothesis was verified by SPSS statis

20、tical software by issuing 210 valid questionnaires. The conclusions are as follows: (1) The transformational leadership has a positive impact on the industrialization of science and technology; (2) There is a positive correlation between the transformational leadership and the psychological empowerm

21、ent of scientific researchers; (3) The psychological empowerment has a positive effect on the transformation of scientific and technological achievements. The positive impact, that is, the realization of the transformation of scientific and technological achievements is affected by psychological emp

22、owerment; (4) The psychological empowerment mediates the influence of transformational leadership on the transformation of scientific and technological achievements, thus improving the possibility of successful industrialization of science and technology; (5) organizing the atmosphere of innovation

38、3表5-4: 相关性分析结果64表5-5: 回归分析结果65951 绪论1.1选题背景、研究目的和意义1.1.1选题背景 在科技不断进步和发展的新时期背景下，就产品价值含量而言其不断提升，于此同时，经济增长速度受到科学技术的影响也愈发明显。科技成果一单实现产业化，就会随之转化为最为巨大的现实生产力，带来极为丰厚的经济效益。就科技成果产业化而论，其是一项充满复杂性的系统活动。整个科技成果产业化的过程设计社会支撑系统、生产系统、科研系统等多个系统，且要求各个系统之间要彼此协同合作，每个要素和小系统之间彼此作用、相互关联，共同促进和影响科技成果的顺利转化。科学技术作为第一生产力，为社会生产做出了很多

39、的贡献，不断的满足人们的物质文化需求。但是，科学技术不能够直接的推动社会和社会经济的发展，这需要人们充分的利用科技成果和相应的管理模式来促进科技成果的发展，提高科技成果的使用效率，促进市场和产业的发展，使得科技成果不断的满足社会和人们的生活需求，加快科技成果向现代化发展的脚步。信息与知识更新的速度不断的加快，信息和知识的含有量越来越多，在时代的发展中，知识的作用越来越重要，高校丰富的人才资源和知识资源为我国整体经济的发展和科技的创新提供了有利的条件，在知识的创新与应用的过程中做出了很多的贡献，为社会创造了很多的价值，当前在我国知识创新和技术创新中扮演着重要的角色。在科学技术不断发展，更新的速度

40、不断加快的背景下，高校逐渐的转变其发展的方向，逐渐的重视起知识的作用，注重知识传播和知识创造的作用以及为我国发展带来的影响，更好的将知识成果应用到实际的生活中，推动社会生产的发展，促进劳动效率的提高，不断满足社会发展和人们发展的需要，使得人们的日常生活更加的丰富多彩。同时也变现出高效在社会和人们生活中的作用。在知识不断发展的背景下，一个国家、个人、科技成果转化要想适应知识发展的潮流，就应转变发展的理念，在发展、生活的过程中不断的学习相应的知识，提高所具备的知识量。在高等教育哲学中就提到人们不是出于好奇才对知识进行学习的，人们学习知识是为了更好的为国家、个人的发展服务，高校正是学习知识的主要地点

41、在，能够更好的将知识传播。我国的高校每年研究成功的科技成果有很多，其中的一些科技成果所具有的水平能够与国内和国际较为先进的水平相比较，具有较高的技术价值和市场价值并为我国实际生产力的发展做出了很多的贡献，推动着我国科技的发展，在一定的程度上提高了我国科技的实力。当前，我国的实际情况为我国高校科技成果的专利申请逐渐的增多，但是其中的转化效率较低。从一些数据中可以看出，科技成果的转化效率低已经严重阻碍了我国科技成果向现代生产力转变的脚步，我国高校科技成果的转化率不超过百分之十，能够形成产业的部分还不超过百分之五，我国高校科技成果的转化情况非常的令人担心，其发展趋势将阻碍科技的发展。我国的高校科技成

42、果的转化率与发达国家相比较虽然较低，但是我国高校科技成果在我国社会的发展、劳动生产率不断提高和人民生活水平不断提升的过程中做出了很多的贡献，从这种现象中也可以看出我国高校的科技成果转化有很大的发展空间。深入研究高校的科技成果转化，对于国家经济发展和谁进步而言均具有不可估量的作用。然而，从目前阶段科技成果转化的相关文献研究来看，无论是研究的能力和研究的内容深度等都存在不足。因此，开展科技成果产业化的广泛研究俨然已经是迫在眉睫的重要事情，本文以我国重点高校A大学为例，就科技成果产业化进行问题剖析，针对问题对提出科技成果产业化发展的对策。1.1.2研究的目的及意义（1）研究的目的本文最主要根据高校科

43、技成果成功的经验对我国高校科技成果转化的情况进行了研究，主要是为了：一、根据高校发展的实际情况以及所拥有的资源来制定出符合自身发展的科技成果转化模式。二、促进高校科技成果的向现代的转化，推动科技创新，加快科技成果产业化的步伐，促进产业结构的转型升级，使得我国高校科技成果更好的为我国经济社会发展服务，为相关技术的创新提供有力的参考。三、使得政府针对高校科技成果转化制定出相应的鼓励政策，支持高校科技成果的发展。（2）研究的意义在我国科技成果转变成现实的生产是哪里的过程里高校扮演着非常重要的作用，除此之外。高校也是推动我国科技进步的主要力量。当前，我国高校存在很多的专利申请和专利数，但是所申请的专利

44、中缺少相应的商品化金额产业化，这也严重的阻碍了我国高校科技成果向现实生产力转化的步伐。相比于发达国家来说，我国高校科技成果的转化率较低，出现这种现象的原因有多种。当前，大部分科技工作者主要的任务就是寻找出方法以此推动科技成果转化转变为现实的生产力，探索出适合科技成果充分发挥起作用来促进经济与社会发展的模式与道路。大多数的人才都是从高校中出来的，高校即是生产人才的地方，又是创造知识的地方，国家在各个方面也对高校进行了很大程度的支持，若高校科技成果没有得到很好的转化，那将会损失很多的人力、物力和财力，为我国科技的发展、科技成果转化技术的创新、高效的发展带来不利的影响。所以，我国高校应该根据自身发展

45、的实际情况来探索出符合高校发寒的科技成果转化模式，推动高校科技成果向现实生产力的转变，促进技术的发展与创新，提高我国创新的能力、使我国拥有更强的综合国力，同时这也是高校在发展过程中运到的最重大的难题，这需要高校的足够重视。1.理论意义在本文中对国内外学术界使用“高校科技成果转化的模式”的研究情况进行了整理，对科技成果转化的实际情况和其中所出现的问题进行了研究并吸收了高校科技成果转化的经验。本文依据高校科技成果转化模式的实际情况对每种转化模式中的好处与缺点进行了分析，在我国实际发展的情况下，科学合理的对现存的科技成果模式进行选择，同时研究评价高校科技成果转化模式所产生的结果。本文对如何完善科技成

46、果转化理论进行了研究，也为高校更好的建立科技成果转化模式提供有力的参考。2.实践意义本文的研究对科技成果转化、高校和政府的发展来说都起到非常重要的作用。首先，从科技成果转化发展的角度来讲，本文的研究在一定的程度上可以促进科技成果转化技术的创新，推动科技成果转化技术的转型升级，提高科技成果转化自主创新的能力，提高科技成果转化在市场中的地位，使科技成果转化能够拥有更强的市场竞争力和适应能力，有利于使科技成果转化的技术创新机制不断的完善，促进科技成果转化的发展；从高校发展的角度来讲，推动高校内部管理体制的不断完善，推动高校的建设，使高校能够更好的为社会、经济和人民服务；从政府发展的角度来讲，加快建设

47、高校科技成果转化体系的步伐，制定出个多的鼓励政策，使得政府更好的为高校、科技成果转化和社会发展服务，加强政府与高校之间的联系，促进政府职能的转变，提高高校科技成果转化的效率，使得有关高校转化成果政策内容更加的完善，促进高校科技转化成果的转变。1.2国内外研究现状1.2.1国外究现状相比于我国对科技成果转化的研究来讲，西方对其研究的时间较早，其中阿亚佐夫、罗斯韦尔和福勒等专家学者为此都作出了很大的贡献，其中他们主要对高校科技成果的转化模式以及相应的制度进行研究。同时，在二十世纪末西方学者李等人针对高校科技成果转化又提出新的理论，其中主要的内容为：对高校的科技成果的转化进行了紧密的研究，在规模和密

48、度上和之前的研究相比都有很大的进步，转变高校科技成果转化发展方向的转变，使得其发展的方向更加的有组织性、科学性，除此之外，推动了政府的参与，使政府更好的参与到科技成果的转化过程中，使得政府制定出相关的政策来支持高校科技成果转化的发展。在二十世纪九十年代，托宾、盖洛特等西方学者对不同制度下高校科技成果转化的情况进行了研究，在研究初期在高校科技成果转化宏观制度的基础上开始的研究。托宾等人指出知识生产方式对高校科技成果转化模式产生很大的影响，不同的知识生产方式的产生是由不同的制度决定的，从而推动不同的科技成果转化模式的产生。贝蒂特与费舍尔等人则在对高校科技成果转化模式的研究中应用现代厂商理论，在研究的过程中总结在不完整的市场环境背景下，最适合科技成果转化的制度1。美国学者吉宾斯指
