13、on method shallbe used.我们承诺为作业人员提供一个安全的作业环境，采用对环境没有损害的施工方法。1.2 Aim目标1.2.1To avoid death accident,serious injury,fire andother serious safety accident.杜绝死亡事故、重伤事故、火灾事故和其它重大安全事故。1.2.2ZeroAccident,Zero Injury零事故，零伤害。-2-1.2.3No Harm and Contamination on Environment不损害、污染环境。1.2.4Pay attention to housekee

14、ping,material shall bestored in order.文明施工、现场整洁，材料堆放整齐。1.2.5Canteen,bathroom,toilet and camp for CNCECperson shall be clean.职工食堂、浴室、厕所、住所符合健康、清洁要求。2 HSE Management OrganizationHSE 管理组织机管理组织机构构HSE management committee will be established forproject team which the project manager and site managerwill

15、be the chairman.The member of HSE managementcommittee is construction manager,safety manager,departmentmanagers，constructionteamleader（engineer），safety engineer,safety inspector.Safetymanager,as an assistant of project manager,whoseresponsibility is supervise and manage the site safety,housekeeping,

16、environment protection.Safety engineer,-3-safety inspector shall be arranged,Please refer to theattached HSE organization chart.项目部成立以项目经理和现场经理为首的安全生产领导小组，小组成员有施工经理、安全经理、部门经理和施工队长（工程师）、安全工程师、安全员。项目部设置安全经理，协助项目经理对施工现场安全生产、文明施工、环境保护、职业健康工作进行有效的监督、管理。安全经理下设专职安全员、HSE 管理组织机构图（见附图一）。Monthly meeting will b

21、sign,control and coordinate for the project HSEwork.组织、策划、控制与协调对本项目的 HSE 管理工作。3.1.3Project manager shall establish the HSEmanagementsystem,organizetherelativeperson to prepare the HSE management rules toensure the construction and the housekeepingcan be performed in safe condition,so that toreach th

22、e HSE managing aim.负责建立项目部 HSE 管理机构、组织制定HSE 管理制度，确保安全生产、文明施工，达到预期的管理目标。-8-3.1.4Project manager shall arrange enough cost,manpower and equipment for HSE managingwork.落实项目 HSE 管理所需的资金、人员、设施等资源。3.1.5Project manager shall give the instruction tocarryouttheemergencyplanwhiletheemergency incident occurred

24、t.协助项目经理工作。在项目经理不在项目部时，履行项目经理 HSE 职责。3.3 Construction Managers HSE Responsibilities项目施工经理职责-9-3.3.1Construction manager shall response for thesiteHSEmanagingworkunderprojectmanagers leading.在项目经理的领导下对施工现场的 HSE 管理工作负责。3.3.2Construction manager shall response for theHSEplanorganizationandexecution.Con

25、struction manager shall make the schedule,arrangement,inspection,summarizingandappraising through comparison for constructionwork,meanwhile,the same work shall be donefor HSE by construction manager.组织实施 HSE 管理规章制度，在计划、布置、检查、总结、评比生产时，同时计划、布置、检查、总结、评比 HSE 工作。3.3.3Construction manager shall push the r

26、elativeperson for the safety potential dangerous andstop the infringed work.督促安全隐患的整改，制止违章作业。3.3.4In case the accident occurred,constructionmanager shall give the instruction to protect the-10-accident area,shall participate the accidentinvestigation,andshalltakeactionofcountermeasure.发生事故后，组织保护现场，参

27、加事故分析，落实防范措施。3.4 TCC Safety Managers ResponsibilitiesTCC 安全经理职责Safety manager shall supervise and manage the siteconstructionsafety,housekeeping,environmentprotective,and occupation health work under projectmanagers leading.He also shall ensure all site workactivities meet the requirement on health,

28、safety andenvironment protective by EPCL PVC,CNCEC andlocal government.HSE inspection shall be organizedand executed by safety manager.Suitable HSE plan,rules shall be prepared by safety manger.Safetymanager also will supervise the PPE issuing andusage.In case the accident occurred,safety managersha

29、ll perform the investigation and handling.Safetymanager is authorized to stop the work under thedangerous condition.-11-在项目经理的领导下，负责对施工项目安全生产、文明施工、环境保护、职业健康工作进行有效的监督和管理，保证在现场进行的全部工作符合业主、公司、当地地方政府对健康、安全、环保的标准要求。组织进行 HSE 检查，制定适合项目的 HSE 管理制度、管理方案，监督劳动防护用品的发放和使用。组织事故调查和处理。在危险危急情况下有权发布停工令。3.5 CC-7 Safety

30、 Managers ResponsibilitiesCC-7 安全经理职责To implement the HSE procedure strictly and confirmresponsibilities of safety engineer and inspectors,andthey should be supervised and managed effectively.Youshouldensuretoimplementthesafetytechnology during the construction.To organize HSEchecking.Andheshallnego

31、tiatewithotherdepartments to make sure the specific person tosupervise and rectify the hidden hazards.Meanwhile,its necessary to investigate accidents and issue theorderofstoppingworkundertheemergencycondition.-12-严格有效执行安全管理体系，明确安全工程师和安全员的职责，并对其进行有效的监督和管理。组织HSE 检查，确保施工过程中安全技术措施的落实。与项目其它部门进行有效协调，明确隐患

32、整改人，督促安全隐患及时整改。组织事故调查处理，在紧急危险情况下，有权发布停工令。3.6 Safety Engineers Responsibilities安全工程师职责The safety training engineer is responsible for thetraining of Chinese newcomers and special type ofwork,and educates them to redress the incorrectoperation;the training of emergent rescue and themanagement of safet

33、y document.Safety engineer forscaffoldings is responsible for checking the design ofscaffolding.Before using the scaffoldings,the safetyengineer should hang the tag and supervise to rectifythe hidden hazard.Safety engineer for instruments isresponsible for checking and posting the equipmentsat the s

34、ite and to rectify the hidden hazard.安全培训工程师负责全场新进中国人员的入场培训，特殊工种的专项培训，违章操作再教育，紧急-13-救援培训及安全文件资料管理。专业安全工程师负责对脚手架搭设方案审核，脚手架搭设完成后挂牌验收，督促脚手架隐患整改。专业安全工程师负责现场机具，用电设备检查贴标，督促机具设备隐患整改。3.7 Safety inspectors Responsibilities专职安全员职责Safetyinspectorsshallresponseforthesafetymanager as assistant under safety manag

35、ers leading.Safety inspectors shall supervise for the execution ofthe HSE managing rules and safety measurement intheir own area.Safety inspectors shall participate theHSE inspection.He can stop the infringed work.Safety inspector is authorized to stop the work underthe dangerous condition,and he wi

36、ll report to safetymanager timely.Safety inspector shall study the HSEmanaging development and submit the suggestionand measurement for improvement.Safety inspectorshall participate or organize the inspection work forrelated safety protective facilities.Safety inspectoralso will supervise the PPE is

37、suing and usage.-14-Monthlystatistic,analyzeandreportforHSEmanaging shall be performed by safety inspector.Thearea safety inspector should insist on cruising,supervising and make relevant records everyday.监督 HSE 管理制度和安全技术措施的落实。对各自区域进行 HSE 检查，制止违章作业。在危险危急情况下有权发布停工令，并及时报告安全经理。了解 HSE 管理动态，提出改进建议和措施。参加或

38、组织对有关安全防护设施的验收工作。监督劳动防护用品的发放和使用。对 HSE 管理情况进行月度统计、分析、上报。区域安全员应坚持每天现场巡查和监督，并作好相关记录。3.8 Construction Engineers HSE Responsibilities工程技术人员 HSE 职责3.8.1Construction engineer shall execute the HSErules.认真执行 HSE 规章制度。3.8.2Whileengineerpreparetheconstructionmethodstatement,therelativesafetymeasurement shall

39、be prepared.编制施工方案的同时，制定有针对性的安全技-15-术措施。3.8.3Safety clarification shall be given to workerby engineer.And it must have written records.进行安全技术交底，交底应有书面记录。3.8.4Constructionengineer shallsupervise theworkers complying the construction method andoperation rules.Construction engineer can stopthe infringe

44、 safety requirement.Workercan stop the infringed work and refuse the infringedinstruction.Worker shall carry out the housekeeping,comply the HSE managing and command.Anyaccident or potential dangerous is discovered,it shallbe reported to relative person.严格遵守公司、项目部制定的 HSE 管理规章制度。严格按安全规程实施作业，有权制止违章作业，
