1、4. 2中国-东盟博览会出入境检验检疫服务指南为了办好中国-东盟博览会，方便各国客商和有关人士出入境检验检疫，根 据中华人民共和国进出口商品检验法、中华人民共和国进出境动植物检疫 法、中华人民共和国国境卫生检疫法和中华人民共和国食品卫生法的规 定，以及国家质量监督检验检疫总局（以下简称：国家质检总局）专为中国-东 盟博览会批准的便利措施，制定本服务指南。一、广西出入境检验检疫局机构设置中国-东盟博览会期间，广西出入境检验检疫局在各主要口岸设置中国-东 盟博览会检验检疫货物专用通道、参会人员礼遇通道和专用通道，实行优先检验 检疫，优先通关。主要航空口岸有南宁、桂林、北海；海港口岸有北海、防城港;

2、 边境陆路口岸有凭祥、东兴。中国-东盟博览会秘书处委托中国外运广西公司全 权办理参展物出入境检验检疫有关事宜。二、入境参展物检验检疫方式和工作流程（一）检验检疫方式广西出入境检验检疫局对参展物实行口岸查验，展出地集中检验检疫监管 的方式。广西出入境检验检疫局在南宁国际会展中心专门设立有中国-东盟博览会 现场办公室，负责会展现场的咨询、报检和检验检疫监管工作，并在会展期间实 行24小时电话值班制度。（二）参展物出入境检验检疫工作流程（见如下示意框图）Important Information for Inspection Declaration of the Entry Goods3.1 The

3、 entry goods, including exhibits, gifts and samples, should be declared for inspection and quarantine by the participant or its agent to the CIQ branch at the port of entry, and should be clarified if they would be offered for sale at/after the exhibition.3.2 The CIQ branch at the entry port will ca

4、rry out, according to the nature of the articles, sensory inspection or quarantine treatment, and will issue a Release Notice or relative documents accordingly.3.3 When the goods arrive at the site of exhibition, the participant or its agent should hand in its application form to our on-the-spol off

5、ice at CAEXPO for follow-up inspection and quarantine.3.4 Exhibits that are not for sale will be exempt from inspection, with the exception of heavy metals and stone materials that are subject to radioactive examination. And for non-sale goods, no inspection/quarantine or supervision fee, nor steril

6、izing treatment expense will be charged.3.5 For the entry of animals and plants as well as their products, an official quarantine documentation of the exporting country or region should be provided, together with a Certificate of Plant/Animal Quarantine Approval issued by CIQ GUANGXI, or relative ap

7、proval notice issued by the competent agricultural and forestry authority.3.6 For the entry of special stuffs such as biotic and its products, blood and its products, approval certificates from CIQ GUANGXI should be submitted.3.7 For pre-packed foods and cosmetics ordered for sale at the Expo, a Cer

8、tificate of Import-Export Food Labeling Verification or a Certificate of Import-Export Cosmetics Labeling Verification issued by AQSIQ, or, a Specific Certificate of Food/Cosmetics Labeling Verification for CAEXPO Exhibits issued by CIQ GUANGXI should be provided for the entry application for inspec

9、tion.3.8 For goods with wooden packing transferred from the European Union, and/or with coniferous wooden packing from the USA, Japan and Korea, an official Phyto-Sanitary Certificate issued by competent authority of the export country is required for entry declaration. If the goods are not packed w

10、ith wooden materials, or with coniferous wooden materials, a Non-Wooden Packing Declaration or a Non-coniferous Wooden Packing Declaration will be acceptable.3.9 To accelerate the customs flow, a beforehand declaration is acceptable. As soon as the goods arrive at the entry port, they will be checke

11、d up and released for entry or transferred with the issuance of a Release Notice.4. Restriction on Articles Assigned for the Expo4.1 The following articles are not allowed for entry:Zoopathogen and phytopalhogen(including germs and virus); harmful insects and other harmful biotic; dead animal body;

12、soil; animals and plants as well as Iheir products from epizootic countries and regions. The catalogue of such articles can be found on the column of Quarantine on Animals and Plants included on the website of AQSIQ at .4.2 Quarantine Approval for the Entry of Animal and Plant ProductsThe following

13、animal and plant products are subject to quarantine approval for entry by CIQ GUANGXI before shipment:a. -Animals and the related products:a. ornamental fishb. Edible products of animal originc. silkworm cocoon, raw pearls-Plants and their products:b. Fruit and vegetables: fresh fruit, aubergines (e

14、ggplant), fruits of the genus CapsicumCereals: barley, rye, oats, grain sorghum as well as their products of the milling industry such as malt etc.c. Leguminous vegetables: green bean, peas, red bean, broad bean, peak bean etc.d. Potatoes, manioc, sweet potatoes etc.e. Feedings: wheat bran, bean cak

15、e, bean dregsThe following products are no more subject to quarantine approval:products of animal origin: hides(dried or wet), tanned skins, washed feather and down, washed hair, carbonized hair; crustaceans, aquatic products, honey products, egg products(excluding fresh eggs), dairy products(exclud

16、ing fresh milk), cooked meat(i.e. sausage, ham, canned meat, animal fat and oil refined with high temperature,etc.)Other animal products excluded from the above mentioned ones arc subject to quarantine approval for entry by AQSIQ.4.2.1 Application for quarantine approval should be submitted to CIQ G

17、UANGXI at least 7 working days before shipment. The applicant (the participant or its agent) should provide a list of the exhibits for the Expo, together with necessary official documents of the Chinese government for the identification of the goods. In case the application for quarantine approval h

18、as not been submitted before shipment, a retrospective procedure at the time of entry will be needed.4.3 Verification of the Labels of Pre-Packed Foods and Cosmetics Assigned for Sale at the ExpoPre-packed foods and cosmetics assigned for sale are subject to labeling verification before entering Chi

19、na. Application for labeling verification should be submitted to CIQ GUANGXI at least 7 working days before shipment. To go through this procedure, a list of products and two sample labels in original language attached with its Chinese translation as well as two sample labels in Chinese language are

20、 required.4.4 Verification of Health and Quarantine for Special ArticlesFor special articles such as microorganism, biotic products, blood and its products and tissue of human body, etc., the participant or its agent should apply for verification of health and quarantine before entry. The applicatio

21、n should be submitted to CIQ GUANGXI at least 7 working days before shipment, accompanied by a Certificate of Entry Permit for Special Articles for Medical Usage issued by the provincial government authority.4.5 The Following Products assigned for sale are Subject to Compulsory Certification by AQSI

22、Q:Cables, switches and electrical apparatus for switching or protecting electrical circuits, or for connecting to circuits; low voltage electrical appliances; low power motors; electrical tools; welding apparatus; appliances used for domestic purposes; electric sound and visual apparatus; informatio

23、n technique devices; lightening devices; telecommunication terminals; motor vehicles and their safety accessories, tires of vehicle, safety glass; agricultural machinery; latex products; medical appliances; fire preventing articles; safe technique protection products; decorating materials; wireless

24、internal network devicesFor detailed information and the complete catalogue, please refer to the Certification and Approval Column on the website of AQSIQ at .5. The Handling of Entry Goods at/after the Expo5.1 For General ProductsFor articles assigned for sale at/aftcr the expo, the participant or

25、its agent should fill in the Application Form for Entry Inspection and provide related documents issued by CIQ GUANGXI branch at the entry port. No sale will be permitted without a qualification certificate; for goods that will be dispatched back after the Expo, an Application Form for Exit Inspecti

26、on should be completed, accompanied by relevant documents, and the goods will be released with a Release Notice issued by CIQ GUANGXI.5.2 For Animals and Plants as Well as Their ProductsNormally products of this kind should be shipped back to where they come from or be destroyed after the Expo. At t

27、he request of the participant or its agent, they can be reserved with the permission of CIQ GUANGXI. No permission will be given without a qualification conclusion upon inspection or quarantine by CIQ GUANGXI. The unqualified products will be disinfected or destroyed.5.3 For Pre-Packed Foods and Cos

28、meticsThe pre-packed foods and cosmetics that have undergone the label approval procedure and got a certificate should apply for quality inspection if they arc retained for sale at/after the Expo. No sale will be permitted without a qualification certificate. All the foods and cosmetics that have pr

29、oved unqualified upon inspection will be destroyed. For those that have not gone through label approval procedure, no sale will be granted at the exhibition, and they will be shipped back or destroyed after the Expo.5.4 For Goods Listed in the Catalogue of China Compulsory CertificationOnly those ha

30、ving been granted with a CCC certificate can be sold after the Expo. For those without a CCC certificate, no sale will be permitted in China and they should be dispatched back after the expo.6. 32、arantine on Articles Carried by Entering/Exiting PassengerAccording to the “Rules and Regulations on Articles Carried by Entering/Exiting Passengers released by AQSIQ in Official Announcement No.56:6.3 The following articles are prohibited from being carried into China:1. Human blood and the product

33、s thereof;2. Fruits, peppers, eggplant and tomatoes;3. Animal carcasses and specimens;4. Soil;Pathogenic micro-organisms of animals and plants, pests and other harmful organisms;5. Live animals (except cats and dogs as pet) and genetic materials including semen, zygotes and embryos;6. Eggs, raw hide

34、s and skin, hair, hoofs, fat or oil, animal meat (including viscera) and its products, fresh milk, cheese, butter, cream, whey powder, silkworm chrysalis, silkworm eggs, animal blood and its products, and aquatic animal products;7. Genetically Modified Organisms;8. Waste and used clothes.If you carr

35、y any of the above-mentioned articles, please hand them over to the inspection and quarantine officials or dispose of them into the dustbins.6.4 The following articles are allowed for Entry but subject to Mandatory Declaration:1、Seeds, nursery stocks and other propagation materials, tobacco leaves,

36、cereals, and beans. All the above articles require pre-entry quarantine permit；2、Fresh flowers, cut flowers and dry flowers;3、Plant samples, exhibits and specimens;4 Nuts, dried vegetables, pickled Vegetables and frozen vegetables;5、Bamboo, rattan, willow, straw and wooden handcrafts；6、Pets includin

37、g cats and dogs.Every passenger is allowed to carry one pet only, with rabies vaccination certificate and health certificate issued by the competent quarantine authorities of the departing country or region. Pets are required to be quarantined in the designated area by the quarantine authorities for

38、 30 days upon entry.7. Human blood and the related products, micro-organism, human tissues and bio-products. All these need special permit.If you carry any of the above-mentioned articles, please declare to the Inspection and quarantine authorities and be ready for quarantine.Detailed information ca

Legal Liabilities and Relevant Interpretation8.1 Anyone who intentionally provides false information on articles, or escapes intentionally from inspection and qua

40、rantine procedures, which causes serious consequences such as the spread of epidemic diseases, shall be held liable according to the relevant laws and regulations of inspection and quarantine. CIQ GUANGXI officials must stick firmly to their duties. Those who violate the laws and regulations and /or

41、 neglect their duties shall be charged with administrative punishment, or with criminal sanction if they convict a crime.8.2 CIQ GUANGXI has the discretion to provide for final interpretation of this handbook.Guangxi Entry and Exit Inspection and Quarantine BureauJun.28, 2004三、入境参展物的报检管理（一）参展物主要是指展品

42、、礼品及样品等，需由参展商或其代理人在入境 时向口岸检验检疫机构申报，提交参展物清单及政府有关参展物的证明文件，提 单/运单等，并注明是否销售。（二）入境口岸检验检疫机构根据参展物的性质，实施感观检查或检疫处理 后，出具通关单或有关检验检疫证单。（三）参展物运达展出地点后由参展商或其代理人，向中国-东盟博览会现 场办公室申请办理报检手续。（四）对非销售的展品可免予检验，涉及放射性检测的重金属矿、石材产品 等除外；展品一律免收检验、检疫、除害处理和监管费用。（五）展品为动植物及其产品的，报检时必须附有输出国官方出具的动物检 疫证书或植物检疫证书，及广西出入境检验检疫局签发的中华人民共和国进境 动

43、植物检疫许可证，或农业、林业部门签发的检疫审批单。（六）需要销售的预包装食品、化妆品，报检时需提交国家质检总局签发的 进出口食品标签审核证书或进出口化妆品标签审核证书，或者广西出入 境检验检疫局签发的中国一东盟博览会参展预包装食品/化妆品标签审核专用 证明。（七）展品为微生物、生物制品和血液及其制品等特殊物品的，报检时需持 有广西出入境检验检疫局签发的入境特殊物品卫生检疫审批单。（八）来自欧盟的参展物使用木质包装的和来自美、日、韩的参展物使用针 叶树包装的，在入境申报时需由参展商或代理人提供输出国官方出具的植物检疫 证书，如无上述包装的，需分别出具无木质和非针叶树包装声明。（九）为提高通关速度

44、，参展商或其代理人可提前办理报检手续，参展物运 抵入境口岸时，查验后凭通关单放行或转关。四、我国对入境参展物品的有关规定（一）下列物品禁止入境动植物病原体（包括菌种、毒种等）、害虫及其他有害生物；动物尸体、土 壤；动植物疫情流行的国家和地区的有关动植物、动植物产品和其他检疫物，其 目录可参阅国家质检总局在网站WWW.上动植物检疫栏目公布 的禁止从动物疫情流行国家/地区输入的动物及其产品一览表和中华人民 共和国进境植物检疫禁止进境物名录。（二）参展的动植物及其产品检疫审批的规定1、以下参展的动植物及其产品入境前由广西检验检疫局负责办理检疫审批 手续动物及其产品：（1）观赏鱼；（2）食用性动物产品

45、；（3）蚕茧；未经加工的 养殖珍珠。植物及其产品：（1）果蔬类：新鲜水果、番茄、茄子、辣椒果实：（2）粮谷 类：大麦、黑麦、燕麦、高梁等及其加工产品，如麦芽等：（3）豆类：绿豆、豌 豆、赤豆、蚕豆、鹰嘴豆等：（4）薯类：马铃薯、木薯、甘薯等；（5）饲料类： 麦萩、豆饼、豆粕等。2、以下参展物不需要办理检疫审批手续动物产品：蓝湿（干）皮、已糅制皮、净洗羽绒、洗净毛、碳化毛、条毛、 贝壳类、水产品、蜂产品、蛋制品（不含鲜蛋）、奶制品（鲜奶除外）、熟制肉类 产品（如香肠、火腿、肉类罐头、使用高温炼制的动物油脂）；除上述以外的动物产品，向广西出入境检验检疫局申报，由国家质检总局检 疫审批。3、需要检疫

46、审批的展品参展商或其代理人在展品交付装运前至少提前7个 工作日，向广西出入境检验检疫局提出申请，申办时需提交参展物清单和我国政 府有关参展证明文件。因特殊情况未能事先办理审批手续的，在入境时可向广西 出入境检验检疫局申请补办。（三）需要进行销售的预包装食品、化妆品报检前需办理标签审核手续需要进行销售的预包装食品、化妆品、申请预包装食品或化妆品标签审批时, 要提交展销品清单、展销品外文标签及其中文译文和中文标签样张各两份，并在 展品交付装运前，至少提前7个工作日，向广西出入境检验检疫局提出申请。（四）下列特殊物品报检前需办理卫生检疫审批手续微生物、生物制品、血液及其制品、人体组织等特殊物品。参展

47、商或其代理人在展品交付装运前至少提前7个工作日，向广西出入境检 验检疫局提出申请，申办时需提交我国政府省级以上主管部门签发的医用特殊 物品准入境证明。（五）需要进行销售的下列展品需获得“3C”强制性安全认证电线电缆、电路开关及保护或连接用电器装置、低压电器、小功率电动机、 电动工具、电焊机、家用和类似用途设备、音视频设备类、信息技术设备、照明 设备、电信终端设备、机动车辆及安全附件、机动车辆轮胎、安全玻璃、农机产 品、乳胶制品、医疗器械产品、消防产品、安全技术防范产品、装饰装修产品、 无线局域网产品。有关详细产品目录和信息，可查阅网站WWW.上认证认可 栏目公布的国家质检总局、国家认监委200

48、1年第33号公告和国家认监委2002 年第8号公告。五、参展物的展销及展后处理（一）参展物展销及展后处理的基本要求参展期间和展后需在中国境内销售的展品，需由参展商或其代理人填写入 境货物报检单补齐相关的手续，随附入境时检验检疫机构签发的相关证单，经 检验合格后方可销售；参展后复出境的参展物，应填写出境货物报检单，并 附上入境时检验检疫机构签发的相关证单，检验检疫机构依法出具通关单。（二）动植物及其产品的展后处理展览结束后，参展的动植物及其产品一般应退回参展国或作销毁处理。参展 商或代理人要求保留的，必须经广西出入境检脸检疫局批准，并按规定进行检脸 检疫。经检验检疫合格的，准许保留使用；经检验检

49、疫不合格的，作除害或销毁 处理。（三）预包装食品、化妆品的展销及展后处理经申请并已获得我国标签审核证书，需要进行销售的预包装食品、化妆品， 应当在入境报检时申请进行品质检验，经检验合格者方可销售，不合格者一律作 销毁处理；未申请标签审核的预包装食品、化妆品在展会上不准销售，展后一律 作退运出境或销毁处理。（四）列入“3C”强制性安全认证展品的展销及展后处理列入我国“3C”强制性安全认证的入境参展物，对已获得“3C”认证证书的 展品可以在展会上进行销售；未申请获得认证资格的不准在中国境内销售，一律 作退运出境处理。六、人员出入境检验检疫流程（一）入境检验检疫：旅客填写入境健康检疫申明卡一-检疫查验一- 测量体温一- 查验携带物品一- 合
