1、A公司项目资金风险管理研究,项目管理硕士论文摘 要 资金的周转是公司发展必不可少的重要环节,是公司的经济命脉所在,资金链的强健性是确保一个公司能否具备可持续发展能力的重要评估指标。供电公司主要资金管理问题能够归结为资金管理风险、技术风险、市场风险与政策风险。就供电公司的主要资金组成主要问题而言,其主要由电费、配套费用、电厂备用费等营业性收入组成。就营业性资金组成而言,其主要在于电力费用的支出与购入,因而这就需要将财务的账务与营业的资金进行归一化处理,并在归一化处理经过中实现营业数据与财务数据所承载各类 IT 系统的数据融合、迁移、统一化。由于当前大部分供电公司的账务营业数据一体化经过还处于试点
2、经过中,因而在试点初期的经过中还存在资金管理领域的各类风险;怎样采用合理可靠的风险管控手段对上述风险进行最大程度躲避,并科学制定手段之间的联动关系,是本文所研究课题的重点部分。 本文所做工作主要包括: 1明确A 公司的资金风险辨别结果。从A 公司的资金管理现在状况出发,结合风险管理理论的基础知识,就技术风险因素、管理风险因素、市场风险因素、政策风险因素进行风险辨别,并确认了风险源;经过分析,各风险源如下:技术风险因素的主要风险源包括 IT 系统本身功能性能风险与周边系统衔接风险、管理风险因素的主要风险源包括人员构造风险与流程构造风险两大类;市场风险因素的主要风险源包括需求风险、供给风险、宏观市
3、场风险三大类;政策风险源主要包括政策性电价承压风险、电价市场让利空间政策风险两大类。 2明确A 公司的资金风险评价结果。结合资金风险辨别结果,采用德尔菲评价法对所有风险因素的影响程度进行分析,并以分权分域的方式进行权重与影响因子划分,最终根据最大归属度的原则进行风险因素的影响程度测评。 3明确A 公司的资金风险躲避措施讲明,并说明躲避效果。根据风险因素的综合分析与影响程度排名,分别针对技术风险、管理形式风险、市场风险、政策风险提出了相应的躲避措施。这些躲避措施采用组织构建、策略优化、技术提升、运营重构的方式进行风险躲避,提升供电公司资金风险管控的综合能力。躲避措施选址试点区域进行应用,应用后电
4、费回收率指标相比试点之前已经明显上升并到达要求,具有良好的回收效果。 本文关键词语 : 资金风险;风险管理;风险辨别;风险评价;风险躲避。 Abstract Capital turnover is an indispensable and important part of the company s development and thecompany s economic lifeline. The robustness of the capital chain is an important evaluationindicator to ensure that a company has
5、 sustainable development capabilities. The main fundmanagement problems of power supply companies can be attributed to fund management risk,technical risk, market risk and policy risk. As for the main problem of the main capital compositionof the power supply company, it is mainly composed of operat

As for the composition of operating funds, it mainlylies in the expenditure and purchase of electricity costs, so this requires the normalization offinancial accounts and operating funds, and in the process of norma

The work done in this article mainly includes: (1) Clarify the r
9、esults of company A s capital risk identification. Starting from the current statusof company A s capital management, combined with the basic knowledge of risk managementtheory, the risk identification of technical risk factors, management risk factors, market risk factors,and policy risk factors is
10、 carried out, and the risk sources are confirmed; after analysis, each risksource is as follows : The main risk sources of technical risk factors include the IT system s ownfunctional performance risks and peripheral system connection risks, and the main risk sources ofmanagement risk factors includ
11、e personnel structure risk and process structure risk; the main risksources of market risk factors include demand risk Supply risk and macro market risk; policy risksources mainly include policy electricity price pressure risk and electricity price market concessionspace policy risk. (2) Clarify the
12、 results of company A s capital risk evaluation. Combined with the results ofcapital risk identification, the Delphi evaluation method was used to analyze the impact degree of all risk factors, and the weights and impact factors were divided in a decentralized and domainmanner. 13、egree assessment of risk factors was conducted according to theprinciple of maximum attribution . (3) Clarify the description of company A s capital risk avoidance measures and clarify theavoidance effect. According to the comprehensive analysis of risk factors and the ranking of impactdegree, corre
14、sponding evasion measures were proposed for technical risk, management mode risk,market risk, and policy risk. These circumvention measures adopt the methods of organizationconstruction, strategy optimization, technology improvement, and operation reconstruction to avoidrisks, and enhance the compre
