1、哈尔滨市大气污染治理现在状况与对策,硕士论文从 1978 年到 2020 年，社会经济的迅猛发展，城市化进程的持续加快，城市居民的生活条件和寓居环境都有了显着的改善和提高。但是，随之而来的是煤烟型污染、光化学污染、酸雨等一系列大气污染问题。十分是欧美国家，采取了立法措施来解决污染问题。大气污染问题是一项关乎生存和制约发展的大问题，因此对其治理不仅仅是生态文明建设的重要内容，也是实现美丽 中国梦 的必然选择。由于能源和产业构造不合理，哈尔滨市的环境污染问题日益严重,十分是大气污染状况。从 2020 年开场，大气污染等环境问题频发，严重威胁哈尔滨市民众的健康状况和日常出行。考虑到哈尔滨市的经济构造

2、、地理环境，要想加强哈尔滨市环境污染的治理，首要任务就是治理大气污染。华而不实作为大气污染治理的主体，应当积极推行政策举措治理大气污染，并引导社会气力共同介入治理大气污染。 本文以公共选择理论、新公共管理理论和生态治理理论为根据，综合运用文献研究、比拟分析、和系统分析等研究方式方法，对哈尔滨市治理大气污染的现在状况进行了深切进入的分析和研究，说明哈尔滨市通过采取秸秆综合利用、实行锅炉改造、扶持新能源交通工具使用等措施，使哈尔滨市治理大气污染获得了较好的效果。但仍然存在行政监管不到位、治理经过缺少可持续性、引导社会气力介入度低、政策执行出现偏差等问题，并且从对治理经过缺乏监督机制、经济目的的制约

3、、治理主体多元化程度低和执行力度弱化等方面分析了产生问题的原因。在深切进入分析了现在状况、问题及原因之后，对国内外主要城市治理大气污染的经历体验进行了有效地借鉴，总结出哈尔滨市在治理大气污染时应不断加强法律法规政策的制定、鼓励多渠道资金投入、建立完善的监督机制、完善行政区间合作等先进经历体验。结合哈尔滨市治理大气污染的实际情况，提出了完善监督机制、优化经济发展构造、推进治理主体多元化、提高治理的执行能力等一系列治理大气污染的对策建议。 本文关键词语 大气污染；治理；监督机制 Abstract With the development of industrialization, many cou

4、ntries have experienced a series of airpollution problems, such as soot pollution, photochemical pollution, acid rain and so on. Especially in European and American countries, most of them use laws to solve the problem ofpollution. Air pollution is a big problem related to survival and development.

5、Therefore, thetreatment of air pollution is not only an important part of ecological civilization construction,but also an inevitable choice to realize the beautiful Chinese dream . Due to the unreasonableenergy and industrial structure, the environmental pollution in Harbin is becoming more andmore

6、 serious, especially the air pollution. Since 2020, frequent environmental problems such asair pollution have seriously threatened the health and daily travel of Harbin citizens. Whenconsidering the geographical location and economic structure of Harbin, it is found that airpollution should be treat

7、ed first. As the main body of air pollution control, the governmentshould actively implement policies and measures to control air pollution, and guide socialforces to participate in air pollution control. Combined with the actual situation of air pollutionin Harbin City, the feasible countermeasures

8、 for air pollution control with operability andpertinence are worked out. Based on the theory of public choice, the theory of new public management and the theoryof ecological governance, this paper comprehensively uses the research methods of literatureresearch, comparative analysis, and systematic

9、 analysis to analyze and study the currentsituation of air pollution control of Harbin municipal government, and expounds that thecomprehensive utilization of straw, the implementation of boiler transformation, and thesupport of new energy vehicles in Harbin city The air pollution control of Harbin

10、municipalgovernment has achieved good results. However, there are still some problems, such as the lackof government administrative supervision, the lack of sustainability in the governance process,the low participation of the government in guiding social forces, and the deviation in theimplementati

11、on of policies. In addition, the causes of these problems are analyzed from theaspects of the lack of supervision mechanism in the governance process, the imperfectcommunication and cooperation mechanism of the government, the low diversification of thegovernance subjects, and the weakening of the g

12、overnment s implementation. After in-depthanalysis of the current situation, problems and causes, this paper effectively draws lessons fromthe experience of air pollution control of major cities at home and abroad, and summarizes theadvanced experience of Harbin municipal government in air pollution

13、 control, such ascontinuously strengthening the formulation of laws and regulations, encouraging multi-channelcapital investment, establishing a perfect supervision mechanism, and improving thecooperation between administrative regions. 20、1 绪论 1.1 研究背景 大气污染问题是近年来世界各国关注的主要话题，各国针对日益严峻的大气污染问题，提出较多解决方式方法。如美国自洛杉矶光化学烟雾、多诺拉烟雾事件发生后，便对大气污染问题提出较多治理方式方法，联邦相继出台较多关于治理大气污染的法律，借助法律约束使大气环境污染问题得到治理。再如英国地区，作为工业革命活动最早开展的国家，大气污染问题较为严重，如伦敦的 雾都 之称便是因大气污染严重得来。为解决大气污染问题，英国不断出台治理法律法规，并强调 2020 年前在 PM2.5 方面做出控制，保持低于 0.025mg/m?。另外，其他国家如日本等在治理大气污染方面均相继出台较多政策，获得的

21、成效较为理想。这些均能反映出世界各国当下在治理大气污染方面给予高度重视，怎样提高空气质量已成为世界关注的焦点。 我们国家近年来在经济快速发展的环境下，工业化程度加强，由此产生的大气污染问题日益严峻，生态环境被毁坏，居民健康遭到威胁。十分是自 2020 年以后，雾霾天气波及的城市地区增加。2020 年，雾霾问题成为 两会 中的热门，逐步走向公众视野，怎样解决大气污染问题，需要与社会群众共同努力，改善环境质量，通过全社会构成合力，实现大气污染治理目的。 作为我们国家东北地区空气质量区域性变化特征较为显着的一座城市，哈尔滨地区近年来城市空气污染问题日益严峻，根据相关报道，雾霾天气下，哈尔滨地区城市空

22、气质量中，PM2.5 含量保持 1000 微克每立方米以上，对公共交通、群众健康带来极严重的影响。哈尔滨市 2020 年到 2021 年的 增长较快，随之而来的是，工业废气排放量、污染物排放量等均明显超出环境承载能力。经环境监测发现，哈尔滨市空气质量最好的季节为夏秋，污染最轻的当属 7 月、8 月与 9 月，而 11 月到下一年的 2 月，污染情况特别严重。2022 年，哈尔滨市空气污染超标率为 21.2%，华而不实多轻度、中度与重度污染，首要污染物为细颗粒物，其次为可吸入颗粒物，二者因颗粒直径较小，会直接影响人的血液循环系统、呼吸系统等，进而对人的身心造成直接的影响，因而，治理大气污染刻不容

23、缓。本文将立足于此，分析当下区域空气污染治理实际情况，提出相关的治理建议。 1.2 研究目的及意义 1.2.1 研究目的 运用公共选择理论、新公共管理理论和生态治理理论等，对现前阶段哈尔滨市治理大气污染的行为开展全方位的讨论与研究，找出哈尔滨治理大气污染中存在的相关问题，通过对国内外大气污染治理的相关经历体验进行借鉴，提出哈尔滨市大气污染治理的可行性对策，有效推动哈尔滨市空气污染治理进程。 1.2.2 研究意义 1理论意义。结合国内外研究相关理论，对关于大气污染以及治理的相关研究理论，做进一步理论分析，包括下面两个方面。 幅较长,部分内容省略,具体全文见文末附件 十九大报告中提到：生态文明的建设已经成为了
