2、到结算等工作环节上,充分显示采购工作对企业成本控制、产品质量提升以及周转速度的积极作用.但是采购工作也是最容易出现问题的一个环节,对采购产品的库存管理不严密,对供给商的管理与合作不融洽,采购内控方式方法不合理等都是采购风险出现的重要原因,应此采购管理中的风险控制显得尤为重要. HD建筑公司作为一个大型的建筑企业,在承接建筑工程整个漫长经过中,牵涉大量的工程物资采购,这一经过遭到很多不确定因素的影响和干扰,会直接导致采购风险的发生,影响工程物资采购环节的顺利施行.采购环节出问题会直接决定着产品的质量,关系到企业能否得到更低的价格和更优质的产品,影响到工程的质量问题、企业的成本问题,所以越来越多的

3、企业关注采购风险控制,并通过科学的管理方式提升企业竞争力、提高企业经济效益. 作为一名即将毕业的MBA硕士学生,作者整个学习经过中对市场发展、经济体制改革以及企业管理等领域产生浓烈厚重兴趣,以为从采购方面入手,积极促进企业的健康发展,是一个值得研究的课题.针对采购风险管控问题,以案例讲明,以数据论证,通过发现采购程中存在的风险,提出够提高采购水平,加强企业内部管理能力的措施,从内而外的提升企业综合竞争力,并且也能够为相关理论做好补充.本文以HD建筑公司为例,讨论该公司的采购管理中风险管控问题.由于该公司在我们国家建筑业属于行业佼佼者,具备极强的借鉴和研究的价值,希望通过本文的系统研究,能够为更

It refers to an enterprise s business activity to obtainproducts or services from the supply market as enterprise resources under certainconditions in order to ensure the normal development of its production and operationactivities.For construction enterprises, procurement desi

7、gn, procurementimplementation, acceptance, supply, settlement and other work links, fully show theprocurement of enterprise cost control, product quality improvement and turnoverspeed of the positive role.However, procurement is also a department that is prone toproblems. The reason for the emergenc

8、e of procurement risks is that the inventorymanagement of purchased products is not strict, the management and cooperation ofsuppliers are not harmonious, and the internal control method of procurement amountis not reasonable. Therefore, procurement risk management is particularly important. HD cons

9、truction company, as a large construction enterprise, involves a lot ofprocurement of engineering materials in the whole long process of undertakingconstruction projects. This process is affected and interfered by many uncertainfactors, which will directly lead to procurement risks and affect the sm

10、oothimplementation of the procurement of engineering materials. Purchase link problemswill directly determine the quality of products, companies can get lower prices andbetter quality products, affects the quality of the engineering problems, the cost ofenterprise, so more and more enterprises focus

11、 on procurement risk management, andthrough scientific management way to improve enterprise competitiveness, improve enterprise economic benefits. As an MBA master student who is about to graduate, I have developed a stronginterest in market development, economic system reform, enterprise management

12、 andother fields during the whole learning process. I think it is a topic worth studying toactively promote the healthy development of enterprises from the perspective ofprocurement.In view of the problem of procurement risk management and control,this paper illustrates it with cases and demonstrate

13、s it with data. By finding the risksin the procurement process, it proposes measures to improve the level of procurementand enhance the internal management ability of enterprises, so as to enhance thecomprehensive competitiveness of enterprises from the inside out. In addition, it canalso supplement

14、 relevant theories.This paper takes HD construction company as anexample to discuss the risk control of procurement management.As the company is anindustry leader in China s construction industry, it has a strong value of reference andresearch. It is hoped that through the systematic study of this p

15、aper, it can offersubstantial help to more construction enterprises, and provide effective referencefrom the aspects of strengthening enterprise management, improving procurementlevel and enhancing comprehensive competitiveness. This paper will analyze from the following aspects: First, introduction

16、.The research keynote of this paper was determined, includingthe purpose and significance, content and methods, innovation points andshortcomings, and the research status quo of previous scholars in this field wasintegrated to pave the way for the development of this paper. Second, relevant theoreti

17、cal basis.As the theoretical foundation of this paper, thischapter introduces relevant theories of procurement risk and methods and theories ofprocurement risk control. Third, the general situation and procurement management of HD constructioncompany are introduced.This part, as an extension of the

18、article, objectively analyzesthe current situation of HD construction company s procurement risk, and studies thesupplier procurement risk, inventory procurement risk and internal control procurement risk through the demonstration of data and literature. Fourthly, HD construction company is taken as

19、 an example to identify andanalyze the risks in the procurement process from the perspectives of suppliermanagement, inventory management and internal control. Fifth, the risk procurement strategy of HD construction company is given.Thischapter proposes effective solutions through data, innovative m

20、anagement methodsand reference methods.Measures are divided into three directions, including suppliermanagement, inventory management and internal management of procurement riskmeasures. III 幅较长,部分内容省略,具体全文见文末附件 第六章 结论和瞻望 第一节 结论 随着我们国家建筑业经济一体化的加强,建筑企业之间的竞争日趋剧烈.面对竞争剧烈的市场环境,加强采购管理,优化采购流程是企业健康发展的重要基础和可持续发展的重要支撑.在诸多建筑企业的业务中,采购是提升企业综合竞争力的重要组成部分,但采购环节风险相对较高,采购经过是企业内部

22、控制薄弱环节.本章以 HD 建筑公司为例,通过讨论 HD 建筑公司采购业务现在状况,不难发现其企业采购环节的薄弱点以及存在的风险问题.HD 建筑公司,作为我们国家大型工程建设企业代表之一,其工程项目的建设周期长,物资使用类别繁琐且价值较高等特殊性,使其工程项目物资在采购经过中充满了不确定性因素且处于不断变化的环境中.本文在对该企业采购管理现在状况进行研究分析和辨别并风险了存在的风险问题,提出几点建议:认真选择供给商,认真做好供给商的评价和淘汰挑选.也要保证企业与供给商在发展战略上达成一致.并且将对供给商的评级方式进行调整,让供给商能够平稳的在 HD 建筑公司供给链中发展.另外对采购库存管理也要

23、格外重视,库存管理制度的不完善也是造成风险的主要原因,所以本文提出优化库存管理制度、提高库存盘点水平,这样在库存管理上能够降低一定的风险.同时库存周转率是评价库存使用情况、资金占有情况的唯一指标,所以应该要针对库存周转率进行合理调整,将风险尽量转移或分担,以保证库存风险的最低性.最后,利用先进管控手段,对 HD 建筑公司的内部管理工作进行了调整,合理规划采购产品计划、加强合同信息化管理以及完善内部管理制度等,作为风险躲避的重要工作.通过本文的分析,HD 建筑公司的采购风险确有存在,但怎样避免,HD 建筑公司在采购风险上已经做出了相应的应对.本文在这里基础上进行了进一步研究.希望能够通过本文的系

24、统研究,为 HD 建筑公司的将来采购工作提供一定的帮助,争取能够为中国的建筑行业积极发展做出奉献. 第二节 瞻望 建筑公司需要源源不断投入大量的品种繁多的物资,采购物资的优劣,直接影响到产品的质量和 HD 建筑公司效益的状况,甚至影响到建筑公司的生存发展.而面临物资极大丰富的市场经济环境,要做到保质、保量、及时、低价的供给生产需求,就要选择真诚实在守信的供给商,采购物美价廉的物资.因而,建筑公司构建科学的采购新形式势在必行.关于 HD 建筑公司的采购风险管理工作,其本文总结出将来的瞻望有三方面:第一,从传统采购形式转向准时制形式势在必行.企业需要及时采购物料,在一定时间、一定地点、一定价格、一

25、定质量、一定数量的条件下及时采购.前提是必须了解市场形势,了解市场动态,确保供给充足.除此之外,对建筑企业的库存进行零量化,是建筑企业及时采购所需的便宜材料.在当下市场经济条件下,建筑施工企业必须根据本身特点,在材料期限内施行采购.第二,实现快速从实物储备形式向信息储备形式的转变.在将来的发展中,建筑公司应采购形式的新概念,建筑公司的供给业务通过公司 四变 的创新理念(思维转变、风格转变、外观改变、技术的改变).除此之外,有关供给商需要通过报纸或期刊收集和组织互联网和行业之间各种材料的信息,大大降低了企业的管理成本,为生产发展提供了广泛的资本空间.第三,需要全方面完善采购财务风险管理.建筑公司
