1、深圳社区垃圾分类处理现在状况与对策,公共管理硕士论文深圳作为改革开放的前沿阵地，在经济高速度发展的同时，社区生活垃圾的清运量也随之迅速上升，怎样为广大市民营造一个良好的生活工作环境，落实垃圾分类处理问题，已变得刻不容缓。 本文以公共治理理论和公民介入理论作为根据，运用文献分析法，调查问卷法以及访谈法为主要分析方式方法。以深圳市社区生活垃圾分类标准、方式、政策法规及战略规划为着眼点，全面分析了深圳社区垃圾分类处理的现在状况。针对社区垃圾分类标准的执行效果和规划成效通过问卷调查和访谈的方式进行了效果比照，发现现有深圳垃圾分类两大版本中仍存在众多执行问题。 接下来，本文通过对深圳社区生活垃圾分类处理

2、的定点研究，在一手问卷调查和访谈数据累积的基础上，以社区居民、物业回收企业这三重身份切入，结合公共管理的视角，多维度分析社区生活垃圾分类处理的问题。例如：从社区居民角度着眼：垃圾分类不方便，配套设施不完善；分类投放制度没有约束力；分类标准未完全普及，公众介入力度不够。从角度着眼：政策法规和惩罚措施不够全面，落实程度较低；监管机构分散，监管主体够不明确；未列入绩效考核项目，执行效果欠佳。从社区物业、回收企业着眼：分类后清运环节再汇总，分类处理施行效果差；经费补贴少，物业、回收公司不愿投入人力物力。 根据发现的问题，本文结合德国和日本的垃圾分类治理经历体验，以及深圳的实际情况从宏观和微观两个层级提

3、出深圳在社区生活垃圾处理分类处理的启示建议：宏观方面：完善法律条例，细化处理惩罚规定；拓展配套设施，强化宣传投入；应用有效形式：付费制约体系和生产经销商责任制；细化职能分配，落地绩效考核指标；居民、社区物业回收企业构成合力。微观办法方面：运用新媒体建立积分介入制度；建立分类管理员、物业、回收公司奖励制度；建立互联网公众介入平台。总体而言，希望能发挥多元主体的作用，提高深圳垃圾分类处理的施行效果。 本文关键词语： 生活垃圾；社区；垃圾分类；公众介入。 Abstract As a frontier position of reform and opening up, while the econo

According to the results of community waste classification, the basic version and the upgraded version are compared by means of questionnaire, and it is found that there are still many implementation problems in the two major versions of Shenzhen waste classification. Next,

19、维度处理惩罚深切进入分析垃圾分类中存在的问题，并从宏观和微观上提出解决建议。 由于本人的专业理论和分析能力有限，论文写作时间有限，且限于章幅，本文也存在很多缺乏： 第一，实际问卷调查数据量 653 份，访谈量共 19 位，样本量可能还不够充足，选取样本的代表性有待考证。 第二，对深圳垃圾分类问题的建议主要还集中在整体方向上，详细操作细节还有待讲究。研究的深度和广度还能够加强。 第三，本人运用理论分析问题的能力有限，问题分还不够充实透彻。 本人将在以后的学习研究中加以完善。相信对于本文中本人提出的垃圾分类建议假如能采纳施行，社区居民、物业回收企业三者构成合力，深圳的社区生活垃圾分类工作能更为有效地开展。 以下为参考文献.
