3、nflictsintheCyberspacethatwereoncealocal,insalientissue.ThefactthatSnowdenaloneiscapableoftriggeringaglobalturbulencerevealstheastonishinglyenormouschallengesposedbycyberimbalancetonationaloreveninternationalsecurity.Theunfoldingdebateonstatesurveillance,Internetcensorshipandthemanyothermanifestatio

4、nsofstatepowerexercisingsovereigntyoverthenetworkmaketheveryideathatmakingCyberspaceaharborfreeofstatesinfluencesoundunrealistic,oroutdated. Also,Cyberspacebringschangestointernationalcommunity.TheinterconnectivitynatureofCyberspacemakesthatonecountryscybersecurityconcernsnotonlyitsnationalsecuritya

5、ndpeopleslivelihood,butalsothestabilityandprosperityoftheworldasawhole,whichmeansusingCyberspaceasabattlefieldisinnoonesinterest.Therefore,Cyberspaceshouldnotbeaplacewhereeverygainforonecountryisalossfortheothers,andvice-versa.Rather,itshouldbeaplaceofcompetitivecollaboration,wherestateschallengeeac
