2、农村治安的相关建议，这也是今后解决农村治安治理问题的难得珍贵经历体验。研究穆棱市农村治安问题有助于改善穆棱市整体治安环境以及农村及其周边的治安环境，也有利于预防和减少犯罪。另一方面，也有助于促进穆棱市农村城镇化建设的发展，实现与整个社会发展步调一致，为建设社会和谐社会奉献气力。 论文以穆棱市农村治安问题为研究对象，综合运用了文献资料法、调查法、理论与实证相结合法、案例研究法、经历体验总结法、数据分析法对穆棱市农村现今的治安现在状况、原因以及存在的问题进行了综合分析。随着社会建设步伐的加快与经济的快速发展，穆棱市农村社会治安问题与犯罪活动也持续增加，阻碍了新农村建设的步伐。当下穆棱市的治安存在盗

3、窃案件频繁发生；恶性杀人案件时有发生，伤害案件频发；黄、赌、毒等丑恶现象仍然存在；封建迷信活动仍然存在等问题。穆棱市的农村治安存在的问题主要有社会防控体系存在漏洞，管理重点放在经济上而非治安，监控设备与网络信息建设无法知足实际需求，普法宣传教育力度仍需加强，部分基层组织工作薄弱， 职能部门治理不力六个方面。 从文化、经济、法律、社会、政治五方面因素分析来看，影响穆棱市农村治安的因素主要有农民精神生活空虚；不良文化传播影响；贫富差距造成一些农民心理失衡；拜金享乐主义造成盗窃案件多发；法制意识、防备意识不强；宣传法律教育无法有效开展；农村政治构造变化；农村基层政权组织控制力变弱。通过统筹兼顾、标本

4、兼治；建立健全相关规章制度；完善治安基层工作；加大力度发展农村经济，促进农民增收；提升文化素质，强化精神文明建设；建立法律的威严和主导地位形象；加强普法知识的教育工作等手段综合治理穆棱市农村治安。希望通过论文的研究，对穆棱市的农村治安工作有所帮助。 本文关键词语：农村社会治安 治安综合治理 穆棱 Abstract Coordination of the handling of social conflicts in rural areas and effectivelymaintaining harmonious and stable social environment in rural a

Located in at the tail part of Heilongjiang Province andChina, Muling is faced by low level of urbanization. In addition, as a typical ruralacquaintances society, it has str

6、ong regional culture and complex social issues. Aiming at Muling, the paper actively studied the city s rural social security. Throughin-depth understanding of the current management of public security in rural areas aswell as threats to rural public security, it provided related recommendations for

7、 therural governance of Muling in urgent need for overcoming such as strengthening oflegal construction, improvement of regulations and systems of Muling, developmentof rural economy and other problems. This study also offered valuable experiencefor the addressing of rural public security governance

8、 issues in the future. Researchon the rural public security of Muling does not only help improve the overall publicsecurity environment in cities, rural areas and their surrounding regions, but alsohelp prevent and reduce crime. On the other hand, the in-depth research will help topromote the develo

9、pment of rural urbanization in Muling for it to keep space withthe development of the whole society, making contribution to the building of asocialist harmonious society. With the rural public security of Muling as the research object, the paperintegrated the use of literature, survey, combination o

10、f theoretical and empiricalmethods, case study, experience approach and data analysis to comprehensivelyanalyze the status quo, causes and problems of the current rural public security ofMuling. With the accelerated pace of socialist construction and rapid development ofeconomic, rural public securi

11、ty problems and criminal activities in Muling alsocontinue to increase, hindering the pace of new rural construction. Now the ruralsocial security of Muling is faced by the frequent occurrence of larceny and injuriescases, vicious killings surfacing from time to time, evil phenomenon of pornography,

12、gambling, drugs, and others as well as feudal superstitious activities. The problemsin the rural public security of Muling are mainly reflected in six aspects, includingvulnerable social prevention and control system, management focus on economicrather than public security, monitoring equipment and

13、network information failing tomeet the actual needs of construction, publicity and education efforts to bestrengthened, some weak grassroots organizations work, poor governance offunctional departments. Analyzed from cultural, economic, legal, social, and political factors, causes ofthe rural public

14、 security issues in Muling are mainly spiritual and living emptiness offarmers, the impact of adverse cultural communication, the gap between rich andpoor resulting in mental imbalance of some farmers, money worship hedonismcausing the frequent occurrence of larceny cases, weak legal and preventiona

15、wareness, propaganda of legal education falling to carry out effectively, politicalstructure change and poor control of rural grass-roots political organization. Makingoverall plans, addressing both the symptoms and root cause, establishing andimproving relevant rules and regulations, improving secu

16、rity grassroots work,intensifying the development of rural economy to increase farmers income,enhancing the cultural quality, strengthening the construction of spiritual civilization,establishing dominance dignity and image of laws, reinforcing education of lawknowledge and other means are helpful f
