1、贫困弱势群体医疗救助制度建设探究,社会救助论文【题目】贫困弱势群体医疗救助制度建设探究 【第一章】 【第二章】 【第三章】 【第四章】 【第五章】 【第六章】 【以下为参考文献】 摘 要 随着我们国家市场经济体制的转轨和社会转型，导致社会贫富差距加大，社会分层明显，进而在我们国家城乡地区出现了一大批贫困弱势群体。同其别人群相比，他们的基本生活能力、资源获取能力、竞争能力和心理承受力均处于劣势地位。固然城市弱势群体和农村弱势群体的构成原因并不一样，但由于医疗费用的增长、医保制度的不完善和医疗卫生资源的不合理分配，他们的基本医疗权益都得不到保障，因贫致病、因病返贫的问题日渐突出。健全城乡弱势群体医

2、疗救助制度，对于维护弱势群体基本医疗权益、创新社会治理体制、促进社会公平正义和社会稳定具有重要意义。城乡医疗救助制度建立以来，总体救助水平逐年提高，重特大疾病救助也初见成效，但还存在着诸如救助理念落后、政策设计不科学、城乡差异明显、制度衔接不成熟、部门管理复杂等问题。本文通过介绍新加坡、古巴等发展中国家以及美国、日本等发达国家的医疗救助制度，总结了值得我们国家借鉴的做法：如强调责任、注重救助对象受益公平性及完善救助服务内容等。在这里基础上提出健全我们国家城乡医疗救助制度的建议：首先应树立依法治国、社会治理创新、公平正义和基本公共服务均等化的理念，再将医疗救助法治建设、科学制定救助政策、加强迫度

3、衔接、完善救助方式和内容、强化资金管理及加强监督等建议应用到医疗救助的详细实践中。 本文关键词语：弱势群体 医疗救助 制度建设 Abstract With the transition and social transformation of China s market economy, leadingto increased social inequality, social stratification obvious, which appeared in a largenumber of poor and disadvantaged communities in urban and r

4、ural areas. Comparedwith other groups, their basic life skills, access to resources, competitiveness andpsychological endurance are at a disadvantage. Although the causes of urbandisadvantaged and vulnerable groups in rural areas are not the same, but because ofthe unreasonable distribution of growt

5、h of medical costs, inadequate health caresystem and health care resources, and their basic medical interests are not protected,because of the poor caused disease, illness back into poverty issues have becomeincreasingly prominent.
