2、制约人民权益的申张，严重降低的公信力。诸如此类现象的发生主要是由于我们国家还没就信息公开和保密的体系建设制定出较为详尽的计划表和执行书，而且也没有从上至下贯彻如一的标准进行评判。因而，充分了解和总结我们国家信息公开和保密的现在状况，将两者结合成一个统一体来解决，同时建立健全一个完善的理论和执行体系，正确把握好两者的影响，明确公开和保密的分界限，对于完善信息公开与保密工作具有特别重要的理论意义和指导意义。 在当前职能转变和信息高速发展的现代背景下，本文通过对国内外信息公开和保密相关文献进行研读，对信息公开和保密的相关理论进行了梳理，对两者的概念、范畴和互相关系，以及怎样确保两者协调统一等问题进行

3、研究，分析了当下信息公开和保密的实际状态和所面临的问题。并基于我们国家信息公开和保密的历史脉络和进化现在状况，对SD省在实际工作中碰到的信息公开和保密问题进行了分析，同时，对国内外信息公开和保密研究进行了比照分析。着重讨论信息公开和保密的难点及对策，提出信息公开和保密体系的构建设想，主要从建立健全信息公开和保密领导机制、完善立法、强化制度改革、转变职能、规范工作流程、建立执行反应情况六个方面来阐述怎样建立完善信息公开和保密体系，使该体系更好服务于国家和人民。 通过文献调查、分析归纳及课题跟踪、搜集最新权威数据，并构建信息公开和保密体系，协调信息公开和保密的关系，为区分实际工作中的信息到底该公开

4、还是该保密提供了切实可行的理论根据，同时可提高工作效率。本文对机关日常工作中面临的很多实际问题，从实际工作层面做出进一步的解释，并提出了相应的对策建议。 本文关键词语：信息；信息公开；保密；体系 Abstract With the change of social consciousness, everyone has become the link of theinformation communication node, and the understanding of the information resources hasbeen continuously deepened.
