21、bleEligibleEligibleEligible BiddersBiddersBiddersBidders2.1 招标机构Tender Agent机电产品国际招标机构是指依照中华人民共和国商务部令 2005 年第 6 号 机电产品国际招标机构资格审定办法取得招标资格并从事机电产品国际招标代理业务的企业法人。本次招标的招标机构名称、地址、电话和传真见投标资料表投标资料表。The Tendering Agent for ICB Procurement of Mechanic and Electronic Products(hereinafterreferred to as“Tendering

22、 Agent”)means the Legal Person approved and authorized by theMinistry of Commerce to handle the procurement of mechanic and electronic products by wayof International Competitive Bidding(ICB)in accordance with the Measures for Examining andApproving the Qualification of International Tendering Insti

23、tutions for ElectromechanicalProducts,Decree No.6,2005 of the Ministry of Commerce of the Peoples Republic of ChinaDetails such as name,address,telephone and facsimile of the Tendering Agent for this biddingare listed in the Bid Data Sheet.2.2 合格的投标人Eligible Bidders1）投标人是响应招标、参加投标竞争的法人或其他组织。除非另有规定，凡

33、na Bidding&Tendering Law,WorkingMethod for International Bidding of Electric and Machinery ProductNO.13,2004.issued by Ministry ofCommerce.5.2 要求提供的货物、招标过程和合同条件在招标文件中均有说明。招标文件以中文或中、英文两种文字编写。以中、英文两种文字编写时，两种文字具有同等效力；中文本与英文本如有差异，以中文本为准。The goods required,bidding procedures and contract terms are prescr

37、 and specifications in thebidding documents.Failure to furnish a11 information required by the bidding documents or tosubmitabid not substantially responsive to the bidding documents in every respect will be atthe Bidders risk and may result in the rejection of its bid.6.6.6.6.招标文件的澄清招标文件的澄清 Clarifi

38、cation of Bidding Documents6.1 任何要求对招标文件进行澄清的潜在投标人，均应以书面形式通知招标机构和招标人。招标机构对其在投标资料表投标资料表中所述投标截止期 5 日以前收到的对招标文件的澄清要求均以书面形式予以答复，同时将书面答复发给每个购买招标文件的潜在投标人（答复中不包括问题的来源）。A prospective Bidder requiring any clarification of the bidding documents may notify theTendering Agent and the Tenderer in writing.The Ten
