Introduction1.1 The Kuwait Oil Company (K.S.C.)(the Company) is a Stat

4、e-owned company, engaged in exploration, development and production of crude oil and natural gas resources from Kuwaifs oil fields and export through marine terminals.1.2 The Company requires the services of specialized Contractor(s) capable of providing Coiled Tubing and Associated Services for rig

5、 and rig-less jobs in wells in extreme climatic conditions, and have the capability, personnel, material, equipment and technology to provide such Services.1.3 Accordingly, the Company is seeking to pre-qualify companies (Applicants) with proven capabilities and experience in the above stated Servic

6、e and now invites interested Applicants to submit full details of their experience in accordance with the attached questionnaire and the Pre-qualification documents.1.4 The result of this pre-qualification exercise will be the development of lists of companies to whom Invitations to Tender for the S

7、ervices may be issued.1.5 Please note that this is not an Invitation to Tender and quotations are not required at this stage.2. Purpose of the Documents2.1 All Applicants will be required to submit a detailed and comprehensive pre-qualification submission (the Submission), for review by the Company.

8、 The Submission shall be prepared in accordance with the guidelines and instructions set out in this prequalification document and shall set forth in a clear and precise manner their competence and suitability for carrying out the Services.2.2 Pre-qualification of Applicants for future participation

9、 in the Company9 s Tender for similar Services shall be made solely on the basis of the information supplied in the Applicants Submissions. All Applicants are advised that the Company, at its own option, may choose to visit the Applicants facilities. The Applicants shall allow/give such access to th

10、e Company to satisfy itself fully about the Applicant9 s Submission, or any part thereof. An advance notice would be given to the applicants regarding this visit.INVITATION TO PREQUALIFY3. Guidelines for Pre-Qualification3.1 The Company is under no obligation to give reasons for acceptance or reject

11、ion of any Applicant. Applicants shall demonstrate their competence in the attached questionnaire.3.2 The Applicant must have current resources (equipment, manpower and financial), and that additional work of the magnitude being considered by the Company would not stretch the Applicants capabilities

12、.3.3 The Applicant is adequately staffed with skilled and experienced personnel and has other resources sufficient to meet the operational requirement. Key operational personnel mainly the Operation Managers/ Supervisors and Engineers/ Operators should have adequate relevant experience.3.4 The Appli

13、cant will need to demonstrate that it has ability to provide additional personnel and resources to boost the Applicants capability, if necessary, in the event of award of work by the Company.3.5 The Applicants personnel to be engaged on the site shall be physically fit for work exposure in extreme w

14、eather conditions of Kuwait.4. Instructions to Applicants4.1 The Applicant must answer all parts of the questionnaire and provide the information required in English. Failure to comply shall result in the rejection of application.4.2 Answers to questions and information supplied must be accurate and

15、 unambiguous. Additional pages may be inserted in the event additional space is needed for replying to the questions. Any additional information that the Applicant wishes to offer should be clearly separated from specific responses within the single bound document to be submitted. Please do not incl

16、ude company reports or other hand-outs of an advertising nature unless they contain relevant and specific information requested in the questionnaire.4.3 The Company has the right to carry out a Site Visit of Applicant9s Operational Base to audit its submittal, also visit or contact to verify the inf

17、ormation provided relating to its current or previous clients/customers.4.4 The Company is not obliged to give any works to successful Applicants.INVITATION TO PREQUALIFY4. Instructions to Applicants (Contd)4.1 The Applicant must submit one completed hard copy of the questionnaire and supporting inf

18、ormation as well as one complete copy on a “CD”. The Applicant must adhere to the form and layout of the questionnaire and should all be contained in one single bound volume. All submittal documents should be stamped.4.2 The Applicants submittal must be sealed in an envelope(s). The envelopes must b

25、the format specified on page 9 to 10 of 64 under the Applicants authorized signature and on Applicants letterhead.4.5 Only established companies that are single corporate bodies can be pre-qualified. Applications from agents will be rejected.4.6 The Applicant must apply on its own behalf only. In or

26、der to assess applicants capability, the information provided in the questionnaire must be true and pertain to the Applicant itself. Information which incorporates data regarding parent, associate, or subsidiary companies, or subcontractors, or companies to whom the Applicant was subcontracted, shal

27、l be ignored / rejected for the purpose of evaluation.INVITATION TO PREQUALIFY4.7 If the Applicant is a wholly owned subsidiary company or part of a group of companies, then the application must be from the company (Applicant) which shall actually perform any work awarded.To clarify, if the Groups h

28、ead office in USA and the work will be controlled and performed by its subsidiary at London, UK, then the application should be in the name of/ and using information about the Company based in UK, all documents submitted shall be from and associated with office at UK. Information relating to Head Of

29、fice shall be discarded for the purpose of PQ.4.8 Pre-qualification shall be granted to the Applicant Company only (if applied directly at its own) and shall not include pre-qualification of any parent or sister or subsidiary companies.INVITATION TO PREQUALIFY4. 30、3 Local Kuwaiti Companies that have no particular “Coil Tubing & Associated services operational experience of their own but they have a minimum of six years of oilfield operational experience, locally or internationally and they want to jointly execute the project in future with an experienced inte

31、rnational 44Coil Tubing & associated Services” provider Company, in this case they could also submit the PQ application on behalf of their partner international company. However the following conditions will apply: The representing Local Kuwaiti Company should have a minimum of six years of experien

32、ce in providing the oilfield operational services, locally or internationally and they have to prove their eligibility in terms of its oil field operational services experience. It should also have a “Service Agreement“ with its partner international Coil Tubing & Associated Services Provider Compan

33、y and should have to prove its legitimate service agreement with its partner International Company. In such particular case, for PQ purpose, the eligibility of its partner (International experienced Coil Tubing & Associated Services Provider Company) will be evaluated as the main “Applicant” in all

34、aspects of Technical, HSE and Financial. However the local Kuwaiti Company will be in the front line ail the times. It is important to note that in this case, all the correspondence of this PQ will be through the Local Kuwaiti representative Company. Only oil field operational services experiences a

35、re to be considered for such Local Kuwaiti companies. Sales type contracts or experience should be considered and very straight away rejected. Any company that is already on KOCs prequalified/approved list for the said services will not be allowed to appear in this PQ through any other Kuwaiti Compa

36、ny, showing itself as a Service partner. Pre-qualification (of successful Applicants) shall be granted to the Local Kuwaiti representative Company only, with a condition that it will retain its partnership status and jointly execute the project if awarded in future. The Kuwaiti representative Compan

37、y also required filling out Section-7 and Attachment-Al-3(details of its Experience and Service agreement) submitting along-with this PQ. All the terms and conditions of this PQ will be applicable to both the companies.4.14 By submittal of an application, the Applicant permits the Company to:-a) Tak

38、e any steps which the Company considers necessary to audit or verify the information contained in the application, and;b) Visit the Applicants offices and facilities wherever they may be located but subject to a prior notification.INVITATION TO PREQUALIFY4. Instructions to Applicants (Confd)4.15 The

39、 Local Agents appointed by the main Applicant cannot apply on behalf of the Applicant. Any submission the Local Aeent on behalf of the Applieanl shall be rejected. The Applicant must submit the application and sign all the submission. However, the local agent can coordinate and facilitate in the lat

40、er correspondence.4.16 Submission of Completed PreQualification Documentsa) The Applicant must arrange to submit the completed Pre-qualification Documents on or before the closing time (2:30 pm) either through courier or by hand to the Contracts Team Building, Kuwait Oil Companys Industrial Area at

41、Ahmadi, Kuwait;b) Information to be submitted by Applicants is listed under Tender Submittals.c) Submission received after the closing date may not be considered.1.1 EVALUATION PROCESS1.2 The PQ Application shall be evaluated as follows:- Commercial Evaluation- Technical Evaluation- Financial Evalua

42、tion- HSE Evaluation1.3 The Applicant shall be approved under all above areas in order to be considered as approved/qualified for the related PQ services; any rejection under one of the above areas shall lead to rejection of the Applicant.1.4 During evaluation, clarification process may be conducted

43、, in order to clarify/requesting for any missing documents or information, the Applicant is requested to response on any clarification within the period specified through the clarification facsimile/e-mail, failure of response shall lead to rejection of the PQ Application.1.5 Applicant shall allow K

44、OC to visit Applicants offices and facilities wherever they may be located (if required).INVITATION TO PREQUALIFY6. General6.1 Subject to item 4.14 above, all replies/correspondence will be treated in the strictest confidence by the Company.6.2 The Company will retain all documents submitted by the

45、Applicant for its records.6.3 The Company is under no obligation to give reasons for either pre-qualifying ordisqualifying any Applicant.7. DISCLAIMERThe Applicant is aware and agrees that documents (being in soft or hard copy) SUBMITTED FOR THE SUBJECT PQ FOR THE COMPANYS CONSIDERATION SHALL BECOME

46、 THE SOLE PROPERTY OF THE COMPANY AND SHALL BE RETAINED IN THE COMPANYS CUSTODY. Any protest or reservation on the final results shall be within a MAXIMUM OF SIX (6) MONTHS FROM THE DATE THE RESULTS BEEN ANNOUNCED. FAILURE TO COMPLY THEREWITH, THE APPLICANT THEREAFTER SHALL HAVE NO RIGHT TO SERVE AN
