12、在欧美的其它生产厂按相同的功能、设计、及质量标准制造传动产品、电机及发电机。从1996 年初至今相继引进了全数字交直流调速装置和传动成套产品和机车牵引变频器，牵引交流电机，工业电机及风力发电机。从而向着成为亚太地区工程传动产品第一生产厂的目标迈近了一步。现在已有几十万台SEDL生产的传动产品在国内外各地运行，广泛应用于冶金、矿山、石油化工、起重、电梯、造纸、纺织、轨道交通及风力发电等领域。2005 年 3 月 9 日，西门子宣布投资5.5 亿人民币建立SEDL的新工厂。其目标是把座落在天津的西门子电气传动有限公司建设成为生产电机、驱动产品及发电机的全球化工厂，并为亚太市场提供服务。公司新工厂坐

13、落于天津高新区华苑产业区海泰创新五路1号。厂区总面积为18 万平米，其中厂房建筑面积6.5 万平米。公司厂区包括1 号厂房（电机生产机加工车间P3-M），2 号厂房（装置装配车间P1），3 号厂房（电机生产绕线车间P3-W），4 号厂房（电机生产总装车间P3-A），5 号厂房（柜体装配车间P2），6 号建筑物（办公楼及餐厅），8 号厂房（原材料库LC-WA），9 号厂房（包装车间和成品库LC-PS）8 个主要建筑物，以及 35KV 电站、固体废物存放场、热力间、消防泵房和门卫室等公共和辅助设施。公司厂区平面图见附件5.8：SEDL 厂区平面图。公司一贯关注环境保护，员工健康和安全，并率全体员工

14、自觉遵守国家和地方的EHS 法律法规，为：保护地球、保护生态环境；保护股东利益；保护员工；为实现可持续发展做出我们的贡献。1 Preface 1.1 Company Introduction Siemens Electrical Drives Ltd.(SEDL)is a joint venture production base for fully digital controlled AC and DC drives and motors owned by Siemens Ltd.,China and its Chinese partners which are BENEFO and TR

15、IED.SEDL was set up at the beginning of 1995,registered in Tianjin High-Tech Park.Based on the state-of-the-art technology provided by Siemens Germany,SEDL manufactures drives,motors and generators of the same functionality,design and quality as the Siemens factories in Europe and America.From the b

16、eginning of 1996 till now,we have been producing the digital AC&DC drives,traction converters,traction motors,industry motors and generators in our three workshops.A big step has been spanned to the goal that being the No.1 drives manufacturer in Asia-Pacific.Now hundreds of thousands of SEDL produc

17、ts have been used by domestic&overseas customers,such like in the fields of metallurgy,steel,mine,petroleum chemicals,heavy-lifting,elevator,paper,textile,railway transports and wind power.On March 9th,2005,Siemens announced a major invest ment of up to 550 million RMB to build SEDLs new factory.The

18、 goal is to develop SEDL in Tianjin into a global factory for motors,drives and generators that serves the Asia-Pacific market.The new factory is located at No.1,Haitaichuangxin 5throad Huayuan Industry Development Area,Tianjin Hi-Tech Industry Park.Total area is 180,000 square meters;the constructi

19、on area is around 65,000 square meters.There are eight main buildings in the new factoryNo.1 building(Motor Machining Workshop,P3-M);No.2 building（Chassis workshop P1）;No.3 building（Motor Winding workshopP3-W）,No.3 building(Motor Assembly workshop P3-A）;No.5 building(Cubicle Production Workshop,P2);

39、管理体系要求4.1 总要求本手册是依据ISO14001:2004 环境管理体系规范及使用指南及OHSAS18001:2007职业健康安全管理体系 规范编制的环境、职业健康、安全管理体系大纲，它阐述了西门子电气传动有限公司的EHS 方针、目标并对 EHS 体系的各要素及其作用进行了描述。本手册是西门子电气传动有限公司EHS 管理体系运行的基本准则，也是公司对遵守国家EHS 法规和其他要求、维护员工安全与健康的承诺。遵守本手册是公司每个管理者和员工应尽的职责。任何违反本手册的行为将被制止和纠正。在本手册里，定义和规定了公司的环境和安全方针、EHS 组织结构、操作程序和作业文件。体系文件是实施的最低

40、要求。公司的 EHS 管理体系遵循过程管理“策划P、实施 D、检查 C、改进 A”动态循环的模型，不断追求持续改进。4.2 环境健康安全方针环境健康安全方针确定了实施与改进公司EHS 体系的方向，具有保持和改进EHS 绩效的作用。公司总经理负责按照ISO14001 和 OHSAS18001 的要求组织制定并批准环境健康安全方针。本公司环境健康安全方针见本手册第3 章：西门子电气传动有限公司EHS 方针4.3 策划公司采用预防、控制及持续改进的策略指导EHS 体系。公司严格遵守国家法律法规、西门子电气传动有限公司及西门子集团所有的EHS 方针和要求，并以不低于上述的要求策划公司的EHS 管理体系

41、。4.3.1 危险及环境因素识别、风险评价与确定控制措施公司建立程序文件，用于识别和评价产品生产、工艺变更、生产服务及管理活动中能与环境相互作用的因素，并对重要环境因素采取一定的措施或管理方案，从而改进或降低其对环境的影响。为对可能导致或潜在导致伤害、疾病或这些情况组合的根源或状态加以控制，公司建立程序和方法对活动、产品、服务中存在的或可以期望对其施加影响的危险进行识别、评估和确定控制方法。对识别的危险依据严重性、4 EHS management system requirements 4.1 General requirements This manual is a general outl

43、S system operation,is a promise to comply national EHS law and regulations and protect health and safety of employees.It is responsibility of management and employees to obey this manual.Any violation against this manual will be restricted and corrected.In the manual,we determine EHS policy,EHS orga

44、nization,procedure and working instruction.EHS document is the minimum requirements for implementing.Our EHS conforms to the process management,this is a dynamic circular model of Plan-Do-Check-Act,pursues continual improvement.4.2 EHS policy EHS policy is directing implementation and improvement of

45、 the organization s EHS management system and it can maintain and improve EHS performance.General manager should organize establishing EHS policy according to ISO14001 and OHSAS18001 and approve it.Our company EHS Policy refers to part 3 of this manual:SEDL EHS Policy.4.3 Planning SEDL adopts the st

46、rategy of prevention,control and continue improvement to guide EHS management system.SEDL obeys national law and regulation,EHS policy and all requirements of SEDL&SAG.SEDL shall plan EHS system on the basis of the above requirements.4.3.1 Hazard and environmental aspect identification,risk assessme
