The biggest problem with them is that it is hard to find places to build them. They need a great deal of water, land to build two r
21、eservoirs and permission to damage the landscape. Kelly Catlett, director of an environmental organization, says, “We wont support projects that build new damns on rivers and damage ecosystems. But San Diegos plan looks like something different, because it uses an existing reservoir and doesnt damag
