3、ment factor identification1.3 危害识别和风险评价的组织 Organization of hazard identification and risk assessment 低温罐安装施工作业的危害识别和风险评价，由负责施工方案编制的工程技术人员、HSE监督员、施工负责人实施。 The project technician who compile construction plan, HSE Supervisor, and persone in charge of construction work are responsible for implementing

4、hazard identification and risk assessment of low temperature tank installation. 危害识别和风险评价的组织者应任命评价组组长，并授权其负责风险评价的全过程。The organizer for hazard identification and risk assessment should designate assessment group leader, and authorize him to be responsible for the overall process of risk assessment. 评

13、cation and assessment of environmental factors a 组织识别小组识别施工过程中能够或可能产生环境影响的因素，识别小组成员须经过专门培训并有能力、资格开展环境因素识别和评价。 An identification team shall be organized to identify factors that are able to or possible to cause an impact on environment in the process of construction. The members of the identification

14、 team shall be well trained and be able to or qualified for identification and assessment of environmental factors.b 识别过程中考虑六种类型、三种时态、三种状态；六种类型即水体、大气、声环境、土壤、能源资源、社区产生的影响；三种时态即过去时态、现在时态、将来时态；三种状态即正常状态、异常状态、紧急状态。Six types (water, atmosphere, acoustic environment, soil, energy source and impact on comm

15、unity), three tenses (past tense, present tense and future tense) and three states (normal state, abnormal state and emergency state) shall be taken into account in the process of identification. 1.8 环境因素识别方法 Method for identification of environmental factorsa 按工艺流程分析法，确定作业流程每一工序/活动的输入输出，识别相应的环境因素。
