4、成;2006年1月,承担新疆地矿局产业办委托的“十一五”期间新疆矿产资源市场预测研究项目,现已完成。在校期间公开发表学术论文两篇:从大学生到卓越领导者的三个层次,2005年第12期,人才资源开发;变革时代提升我国企业家领导力初探,2004年第12期,江汉论坛增刊。地勘单位的激励机制研究 -以新疆地矿局第一地质大队为例硕士生:杜健 导师:马向平 副教授摘 要人力资源管理的核心内容是建立起一整套科学的激励机制,对于转制地勘单位也是如此。地勘单位对于我国的经济发展具有重要的作用,而要实现地勘单位的快速、健康发展,就必须在改制过程中逐步建立一套与社会主义市场经济相适应的、符合地勘单位特点的激励机制,地
5、勘单位的激励机制建设已成为现阶段改革急需解决的实践问题。论文分为六个部分:第一部分,绪论。介绍了选题背景、研究的思路和方法、研究的目的和意义。第二部分,地勘单位及其人力资源管理现状。介绍了地勘单位的内涵和性质,地质勘查工作的特点,地勘单位的改革历程及其存在的问题,然后介绍了地勘单位的人力资源概况及人力资源管理问题。第三部分,激励理论和激励机制理论。介绍了激励的内涵,并把激励理论分为管理学激励理论和经济学激励理论分别予以阐述;然后探讨了激励机制的内涵和分类。第四部分,地勘单位的激励机制现状分析。首先阐述了地勘单位建立激励机制的必要性,即建立激励机制是人力资源管理的核心,是人力资源本质的必然要求,
6、具有重要作用,是由地勘单位的现状决定的;其次从选人用人、薪酬分配、干部管理三方面阐述了地勘单位激励机制建设取得的成效;再次,从用人机制、薪酬分配、绩效考核、企业文化、内外环境五个方面分析了地勘单位激励机制存在的问题。第五部分,地勘单位激励机制设计。根据地勘单位存在的问题、地勘单位激励机制建设的原则和员工需求分析,提出了地勘单位激励机制建设应采取的措施。在具体激励机制设计方案的过程中,地勘单位首先应坚持按需激励、公平合理性、竞争性和目标性、正负激励相结合四项原则;其次通过对地勘单位员工的普遍性需求和特殊性需求的分析,明确激励因素和应采取的激励措施;最后通过物质激励、精神激励、工作激励、组织环境激
7、励等激励措施调动职工的积极性,提高地勘单位的经济效益。第六部分,新疆地矿局第一地质大队激励机制设计方案。按照地勘单位激励机制设计方案的原则和分析思路,首先介绍了新疆地矿局第一地质大队及其激励机制建设的内容和成效,其次分析了一大队激励机制建设存在的问题,最后结合激励机制设计应坚持的原则,为一大队构建了一套激励机制设计方案。本文在概述西方经典激励理论的基础上,吸收最近几年国内外对激励机制研究的新成果和理论方法,紧密联系地勘单位的行业特点、人员结构等的特殊性、现状和具体问题,从设计原则、激励因素分析、激励措施、激励制度等激励机制构成要素逐一分析,提出了激励机制设计的理论模型,初步建立了一套符合地勘单
8、位特点的激励机制的内容框架;同时在广泛参考国内外企事业单位、科研院所激励制度设计的案例及专家学者的研究成果基础之上,结合新疆地矿局第一地质大队的实际,针对人事制度转制过程中需要解决的实际问题,设计一套科学、合理、适用的人力资源激励机制,为一大队最终形成一套完善的人力资源激励机制提供了激励设计方案和宏观理论指导,并为其它地勘单位激励机制建设提供参考和借鉴意义。通过建立健全一整套科学的激励机制,为地勘单位激励机制建立健全提供理论上的支持,有助于推动地勘单位的人事制度改革,完善人力资源管理制度;有利于充分发挥地勘单位人力资源的潜力,提高劳动生产率,改善地勘单位的经营管理和推动地勘单位的改企转制,最终

12、s : Part I, Introduction. The paper introduces background of the selection of subjects, research ideas and methods, the purpose and significance of the study. Part II, Geological prospecting units and the profile of human resource. The paper introduces the content and nature of the geological prospe
13、cting units, the features of geological prospecting, the reform process and problems of geological prospecting units, and then introduces the human resources profiles of geological prospecting unit and issues about human resources management. Part V, Incentive theory and incentive mechanism theory.
14、Introduced connotations of incentive, and to be addressed separately by dividing incentive theory into incentive theory in management and incentive theory; Then the paper probes into the contents of incentive mechanism and classification. Part IV, analysis of incentive mechanism status about geologi
15、cal prospecting units. First,the paper states the need of setting up geological prospecting units incentive mechanism , for the establishment of incentive mechanism is the core of human resources management, is the inevitable requirements of nature of the human resources, is the important role, and
16、is determined by the status of the geological prospecting units; Second, the paper states the effects of incentive mechanism construction of geological prospecting unit from the three respect: selection and appointment of people, salary distribution and cadre management; Once again, the paper states
17、 problems of incentive mechanism from the five respect: the employment mechanism, salary distribution, performance appraisal, corporate culture, internal and external environment analysis of the geological prospecting units.Part V, The design program of incentive mechanism for geological prospecting

According to the problems, building principles of incentive mechanism and the analysis of staff needs, the author proposed the measures to be taken. in the process of incentive mechanisms program design, Geological prospecting units should persist in four principles : stimulated by demand, b
19、e fair and reasonable, be with competition and objectives, a combination of plus incentive or minus incentive; Secondly, through the analysis of universal staff needs and specific staff needs of geological prospecting units, make clear incentive elements and incentive measures to be taken; Finally,
20、through material incentive, spiritual incentive, job incentive, environment incentive, to mobilize the enthusiasm of workers and improve the economic benefits of geological prospecting units .
