1、SEIYO EXPLOER轮应急演习预案Emergency Drill Plan of MV SEIYO EXPLOER1、 ISPS演习ISPS drill1）用A4纸画出定时器、导线、雷管、TNT炸药，贴在一个盒子上，隐藏油漆间、物料间、舵机间、油仓 有气孔附近。1.1. use paper of A4 size to draw the timer, wireJTNT explosives，“detonators，attached to a box hidden in paint room, stores, steering cabin and air near the oil tank.

2、2）由水手长带领一名水手或驾驶员与水手长，对该未知爆炸物进行搜索，搜索中应注意，使用搜索用品， 如棍子等，但不要直接搅拌，以免碰坏爆炸物导线等引起爆炸，轻轻地拨动，发现爆炸物位置后：1.2. the bosun should lead an AB or an Officer searching the unknown explosives, noticing no direct mixing by using the search equipment such as a stick, so as to avoid damage caused by explosion of the wires,

3、 they should poke gently ,after finding the the position of unknown explosives:3）立即进行初步判断为未知爆炸物，通过全船广播或其他报警方法，发出警报；preliminary judgment to unknown explosives immediately, sound the alarm through the commonality broadcast or other alarm method4）立即向船长报告，并讲明该物体外观、尺寸、颜色、装置和发现的位置；report to captain immedi

4、ately, describing the appearance, size, color, device and position of the object clearly.5）船长立即用公共广播发出保安演习报警，并启动保安报警按钮，同时，二副向公司CSO和代理、船厂 等报告。1.3. captain sound the alarm of security drills immediately through the commonality broadcast and start alarm button for security training, meanwhile, the 2/0

5、report to the CSO , agent and shipyard with inm-c station.6）二副准备接收CSO和船旗国的指令；second officer is ready to receive CSO and instruction from flag state;7）全体船员尾甲板就位，携带太平斧、钩槁、阻挡物等，大副点名，并检查用品携带情况；all the crew take their place in stern deck, carrying axe, hook , barrier and so on, chief officer make a roll

6、call and check the appliance carrying condition.;8）向船长报告，人员就位。1.4. report to the master, all staff take their place.9）船长命令，大副传达：该物质为可疑爆炸物，不要向其上面泼水、以免内部电路短路，不要再其附近行 走或运行其附近设备，不要在其3米内使用VHF,不要手拿，接触，摇动，打开或移动可疑爆炸物，不要 刀割，拖拉可疑爆炸物导线、开关、保险、绑扎物等，不要调整保险、不要将金属靠近可疑物，不要移动 开关，打开钩子或解绑扎，不要在附近吸烟Rescue boat should to

9、ter up to but not including the actual release of lifeboat (release should not be released).after that, lifeboat boat crew should contain requirements free fall into the water, or other landing methods take or do not take the load launching boat crew down to the water. In both cases, lifeboat operat

At intervals of not more than six months in the lifeboat contained crew free fall into the water, or conduct mock landings in the water.1.7. 每次弃船演习时，应试验集合与弃船所用的应急照明系统。1.8. in each abandon ship drill, test muster and abandon the emergency lighting system.1.9. 据船长命令，自演习信号

12、easing the rescue boat gravity converting wire operation training.1.13. 弃船演习解除信号由船长发出，信号为一长声，持续6秒钟或口令传达。1.14. abandon ship drill lifting signal send out by the captain, the signal for a long sound, continuance 6 seconds or password transmission.1.15. 演习中发现救生设备存在的缺陷、故障和损坏，主管人员要及时修复。1.16. competent pe

13、rsonnel should repair lifesaving equipment defects, failure and damage in time during the drill演习结束后，大副应对演习进行讲评。内容包括：检查船员救生服/救生衣穿着是否合适，询问船员 的任务和携带物品的熟悉情况，告知如何使用无线电救生设备，演习中出现的问题等。演习期间所使用的 设备应立即恢复原状。1.17. after the drill, the C/O should response to drill evaluation .The content includes: check whether

14、 crew survival suit / life jacket dress is suitable, asking the crew assignments and carry items that are familiar with the situation, told how to use radio life-saving equipment, drill problems .During the drill by the use of the equipment should be immediately restored.1.18. 如果船舶是首次投入营运或经重大改建或有新船员

15、时 应在开航前举行弃船演习。如果船舶由于特殊 原因这样做不可行，则船长应安排船员熟悉演习时各自的任务及岗位。并做好相应记录。1.19. if the ship is first put into operation or after major alterations or receive new crew, should hold an abandon ship drill before departure .If due to special reasons this ship is not feasible, the master shall arrange the crew famil

16、iar maneuvers when their tasks and position .And make the corresponding records.艇外前后脱钩装置，提出首尾均要有艇钩受力指针示意图，船上解释说在艇内有脱钩释放示意说明，在外 面表有刻度，船员知道在什么角度读数表示受力、什么角度表示脱开，但检查官认为此说明不够，强烈要 求在艇内前后张贴首尾艇钩受力指针示意图，Boats and unhooking device, presenting both have boat hook force pointer diagram, the ship explained in th

20、rance, do not put metal near the suspicious objects, do not move the switch, open the hook or binding, do not smoke in the vicinity10)船长命令按照保安计划要求行动；10) the captain command calling for action in accordance with the security plan11)水手长、水手、三副等，立即在可疑物周围放置沙袋或气垫、床垫；11), bosun .AB and third officer should

21、 placed a sandbag or cushion, mattress around the suspicious objects immediately12)清除可疑物6米内的杂物；12) sweep away sundries within 6 meters around the suspicious things;13)用绳子等标识物，划定限制区域，指示船员其他人员远离，水手、机工每3米左右一个进行警戒；13) delimit the restricted atea with a rope and other markers, indicate other personnel aw

22、ay, AB and MM should warn in every 3 meters14)水手长、机工长等关闭附近生活区门，听从岸上相关指令和指挥。14), bosun ,filter close the door of living district nearby ,listen to the command and instruction from land15)等待岸上派来拆弹专家。专家未到保持警戒，不得靠近爆炸物。15) wait for bomb experts from land .do not be close to the explosives and keep alarm

23、unless the expert arrive2、爆炸物爆炸并引起机舱着火。2, explosive explode and caused fire in engine room.三副报告：爆炸物已经爆炸，并引起机舱或其他地方着火。Three officer report: explosives have exploded, and cause fire in the engine room or other position船长启动消防警报，按照机舱着火演习预案进行。captain start a fire alarm, act in accordance with the engine

24、room fire drill plan.船舶消防演习(训练)操作方案Ships fire drill (training) operation scheme一、参加人员：One, join staff:全体船员all crew总指挥：船长Command: Captain现场指挥：大副，模拟机舱时是轮机长On scene commander: chief officer, chief engineer In the situation of simulated engine room 监督人员：船长。Supervisor: captain.二、操作步骤：two, operation proce

25、dure:1报警：1 alarm:A水手长带领一名船员(任意选定)到模拟失火地点，如生活区船员房间(厨房、会议室、工人休息室、 机舱、货舱、艄油漆间或物料间)，要求该船员完成失火报警。A bosun lead a crew (arbitrarily selected) go to the position of simulate fire, such as the accommodation crew cabin (kitchen, lounge, meeting room, workers, cargo, or bow cabin paint materials), demand the c

26、rew completing the fire alarm.XX ： XX：船舶发生火警。X x: X X: ships fire alarm.要求：随同船员应使用火警按钮手提式对讲器电话大声呼喊，发出火警报警信号并向船长报 告发现火警的具体位置。Requirements: the following crew should use the fire alarm buttonPortable walkie-talkie- phoneshouting, sound the fire alarm signal and report the position of fire to captain (

27、要求：未使用火警按钮和其它手段报警作为失败。)(requirement: it will be failure without using fire alarm button and other means of alarming.)B报警后，该船员应立即就近寻找灭火器材进行灭火，同时关闭失火舱室内的通风筒及防火板(如有时)， 机舱失火时，轮机长命令立即关闭机舱的所有通风，特别是烟筒的，机舱天窗，通风窗口等。B after alarming, the crew should look for fire equipment nearby to put out the fire immediate

28、ly ,meanwhile, close the ventilation and fire board (if any), while the engine room is on fire, chief engineer command shutting down all the cabin ventilation immediately, particularly chimney, cabin window and ventilation window.(要求：船员会正确使用灭火器，会操作关闭通风筒及防火板。使用不正确、未关闭通风筒等作为失败。) (Requirements: crew ca

29、n use fire extinguisher properly, can operate turning off the ventilation tube and fire board .it is failure of using incorrectly or not closing the ventilation .)C水手长告知报警船员灭火器施救无效果。报警船员应迅速撤离失火现场。C bosun informed the crew that the rescue of fire extinguisher without effect .The crew should evacuate

30、from the fire scene.（要求：撤离时应关闭失火舱室门；机舱内应使用EEBD撤离。未关闭门；未使用EEBD作为失败。） Requirements: （fire compartment door should be closed while withdrawal; EEBD evacuated should be used in engine room .it is failure not closing the door or not using EEBD.）2集合2 musterXX ： XX：船长发出消防演习警报信号。X x: X X: the captain issued

33、he door should be closed .staff should never through corridors and stairways near the fire to rendezvous; it is failure without carrying fire equipment.（如果是生活区（包括机舱）失火，船员（在房间内的）应将救生衣和浸水保温服携带至生活区外，不需 要穿。室外工作的船员应立即参加灭火行动，有可能火势控制不住而没有机会回去取救生衣？）（if it is an accommodation （including engine room） on fire,

36、leakage as failure） rapidly.Wear properly immediately report on scene command.XX ： XX：命令探火人员进入现场探火。X x: X X: command fire personnel to enter the scene of the fire. 探火（灭火）人员2人相互协同保护，携带灭火设备，低姿势前往，进入火场后应将身后舱门关闭。（进 入舱室，开门前，需要皮龙冲水，降温，再试探门的温度），（进入舱室后，应检查舱室门能否自动关闭, 自动关闭的门应去除自动关闭的功能。）（绳子信号）fire detection an

39、he right kind of fire extinguisher for extinguishing attempt探火（灭火）人员灭火器施救无效果报告现场指挥。探火人员应迅速撤离火场，同样应将身后舱门关闭。 fire detection and outfire personnel rescue no effect report of field command .Fire detecting personnel should evacuate from the fire,make sure the door is close as well.（要求：进入火场姿势正确，灭火器使用方法正确。

40、舱门没有关闭视作失败。）Requirements: （entrance the fire extinguisher with correct posture, right to use re extinguisher.it Is failure if the door is not closed .B与此同时，皮龙组准备消防皮龙。持水枪的船员应背戴EEBD。水皮龙两端应连接好消防栓和水枪头， 水皮龙全部摊开，长度能够到达失火现场。B at the same time, fire hose team prepares to fire hoses . nozzle Holding crew sho

41、uld wear EEBD in back . the ends of fire hose shall be connected to fire hydrants and water head, fire hose should all be spread out,with the length of reaching the fire scene.C隔离组、支援组负责切断必要的风、油、电系统，关闭相关的通风开口；隔离火场周围（包括上部）的 易燃物品。C separate team, support team responsible for cutting the necessary wind

42、, oil, electrical system, close the ventilation; isolation inflammable around the scene of the fire （including the upper flammable goods）.D支持组：启动消防泵或应急消防泵；模拟机舱或货舱失火时应进行CO2释放前的准备。D support team: start the fire pump and emergency fire pump; simulation cabin or cargo hold fire should be prepared before
