7、E SITE ANALYSISPage 241.3 CONNECTION TO CITY区域互动关系BACKGROUND INFORMATION基地背景描述沈阳蒲河新城的开发为在沈阳建立一种新的生活方式提供了机遇.蒲河新城在整个沈阳城市、经济和社会发展中起着重要而深远的影响。近年来，政府着力于采取一系列政策推动该地区的发展。以下是我们对基地理解的简短描述：1.基地位于沈阳北部，南到老三环绕城高速公路，西、北到规划界限，东到棋盘山西边界，总体城市设计总面积174平方公里，是沈哈经济带的起点；沈阳市的北面门户，具有广阔的农业经济腹地。2.现状沈阳是以老城为中心，按照同心圆模式发展的。基地位于老三环

8、以北，属于城乡接合部，通过101，203，102 国道，及哈大铁路线与老城区相连。3.目前生态农业为主导产业。有三个省市级开发区：辉山农业高新技术开发区、虎石台经济开发区和道义开发区；4.由于经济因素及其可行性，该项目应该分阶段地发展；5.蒲河新城内拥有众多高校、科研所和职业教育学院，为新城的发展提供了有力的智力支撑；我们同样理解沈阳蒲河新城正在寻求有独创性的总体规划，能够顺应城市发展的需要，并且满足自然环境、城市形态、交通和可持续发展的策略。The development of puhe new town offers the opportunity to provide a new way

9、 of living in shenyang.The shenyang puhe new town has played a special role in the development of shenyang in terms of its long-term physical,economic and social effects.In recent years,a steady stream of efforts has been made toward its further development.The followings are a brief overview of our

10、 understanding of the existing planning regulations.1.The site is located at north of Shenyang,to the south is the old 3rd ring road,to the east is the west boundary of qipanshan,to the west and north is our planned boundary.The overall plan area is about 174 square kilometers,it is the starting poi

11、nt of shen-ha economic growth belt;2.The site is located at suburban area,the agriculture industry is now the dominated industry.There area three main development zone within the new town:shenyang huishan agriculture high tech zone,shenyang hushitai economic development zone and shenyang daoyi devel

12、opment zone;3.Due to the economic and site feasibility issues,the site will be developed phase by phase;4.There are many colleges,research institutes and professional education schools in the new town,which provide strong intelligence support for the new town development.We also understand that shen

14、 SITE ANALYSISPage 26已批土地示意图Signed Properties1.5 THE STRENGTH AND WEAKNESS OF REGULATORY PLAN控规评析在总体规划过程中，我们的第一项任务就是审议现有的控规并提出意见。我们的总体规划也将以此为基础。控制性规划的主旨是建立两个中心，即虎石台行政商务中心区和道义商业中心区，统领两个大区域的发展，其中道义区以大学、孵化器和居住功能为主，虎石台区依托现有老城和职业教育，以产业尤其农产品加工为主。中央绿带分隔两个地区，它是整个蒲河新城的绿肺。控规也有如下一些弱点：没有形成点线面结合的完整的绿化体系；滨水界面比较死板

15、，缺乏活力，土地使用并没有挖掘滨水带的最大价值；商业多为带状发展，难以形成城镇中心的聚集效应；居住区没有形成组团和中心；工业区呈无序蔓延趋势；最新土地出让和土地性质改变的信息为总体城市设计提出了新的挑战。如何将看似零散的地块有机整合到一起是我们需要重点研究的课题。In the master planning process,our initial plan requires a review and critique of the established regulatory plan.While our master planning process will evolve from tha

16、t point,the regulotary plan is designed around the creation of two centers:the Hushitai government and business center,and Daoyi commercial center.The two centers will be the heart of the new town development,Daoyi District is based on university education,incubator and residential,while Hushitai Di

17、strict is based on the existing old town and professional education,and mainly industry especially agriculture industry.The central green separate the new town into two parts,it is the green lung of the Pu River new town.Weakness of the regulatory plan includes the followings:There is no integrated

18、green system;The waterfront value is not fully used;Most of the commercial development is strip type,which cannot create the town center atmosphere;There is no cluster or center of the residential district;Sprawl of the industrial district;The latest information of the sold land and refined land use

34、24.2 DESIGN CONCEPT设计概念COMPACT CITY 紧凑的城市人们都需要属于他们自己的，容易使别的空间单元。我们设想在基地建立数个界限分明的区域，区域边界可以是绿化，河流或道路。每区都有自己的个性和中心。每区都是复合功能开发，集生活，工作，休闲娱乐为一体，并与其他各区相互支持。这样清晰的结构可以协助行政管理，同时防止城市无序蔓延。People need the exclusive and distinctive space for themselves.Our design aims to establish different areas separated by gre
