Hisflagshipproject to do so is a1,500km (970-mile) tourist railway, known as the Tr
2、en Maya,connectingtowns, beachresortsandruinsaround the Yucatnpeninsula, which the presidentinauguratedon December15th.【2】The opening was a bit of adampsquib. Billboards adorned with toucans andlushvegetationalong the coastal road between Tulum and Cancn have long announced that the train “is here”,
3、 but workers in hard hats suggest otherwise. In Mr Lpez Obradorshasteto finish various mega-projectsa refinery, a new airport in Mexico City and aninteroceaniccorridor in the southhe often opens them half-finished. For now the train is onlyoperatingon thestretchbetween Campeche and Cancn, on alimite
4、dtimetable. The first journey took over nine hours, far longer than by car. The president says the rest will start operations by the end of February2024.【3】The railwaysconstructionhas generated some impressive figures. The government says the project has created over100,000jobs. It says the train wi
5、ll bring opportunities to out-of-the-way villages and towns byencouragingtourism, as well as by moving locals andfreight.【4】But manyanalystsdoubt the train will boost the economy for long. Many jobs aretemporary, linked to laying thetracks. It is unclear how many tourists will use the train. Locals
6、will struggle to afford it: a ticket for the firststretchcosts1,166pesos ($68), nearly a weeks average salary. The governmentreckonsthat the railway will cost more thantripleits original budget of120bn-150bn pesos, a huge sum that might have been better spent on basic infrastructure the area lacks,
7、such as roads, drinking water and electricity. Jos Gasca Zamora of the National Autonomous University of Mexicoreckonsthe government will be subsidising the train for years to come.【5】Others highlight the damage caused by theconstruction, includingfellingtrees andinadequatelyprotectingarchaeological
8、remains. “It is environmentaldevastation,” claims Gemma Santana of Slvame del Tren, a protest group. Someindigenouscommunitiesalong the route haveobjectedto it.【6】In2019Mr Lpez Obrador held areferendumon whether to build the railway. He won, but fewer than3% ofeligiblevotersturned out. To speed up t
9、he processand,scepticssay, toconcealinformationhe gavecertainstretches of the railway to thearmedforces to build. They will also operate it. In2021hedeclaredthe project a national-security matter, reissuing thedecreethis year after the Supreme Court struck it down. Hisrailroadingmay pay off. But the
